The policy evolution of Japan's academic evaluation system is guided by the formulation of the "Basic Plan for Science and Technology", which specifies the policy concepts and basic principles of national scientific research. The administrative department formulates corresponding academic evaluation systems, starting with the "National Research and Development Evaluation Guidelines", and then forming the "Research and Development Evaluation Guidelines of the Ministry of Education, Culture, Sports, Science and Technology" for universities or research institutions to refer to and develop their own evaluation systems. Finally, universities and other research and development institutions formulate specific rules to implement in practice. Finally, based on the sixth phase of the Science and Technology Basic Plan, the next revision of Japan's academic evaluation policy was discussed, and possible reform directions for Japan's academic evaluation system were discussed.
