GUIDELINES FOR COMMUNITY PARTICIPATION IN EDUCATIONAL ADMINISTRATION OF NAN SPECIAL EDUCATION CENTER UNDER THE OFFICE OF SPECIAL EDUCATION BUREAU

The objectives of this research were 1) to study community participation in educational administration of Nan Special Education Center under the Office of Special Education Bureau and 2) to purpose its guidelines. Population of the study were comprised of 165 parents or gradians of students of the center, academic year 2021. Data collection were conducted by questionnaires and interviews. Frequency, percentage, average and standard deviation and content analysis were used for data analysis. In order to have guidelines for community participation in educational administration of the center, 7 experts were interviewed.
The results of this research found that: the level of community participation in educational administration of Nan Special Education Center was a mean of 4.18, which a standard deviation value of 0.64 in total. When considering each aspect of administration, they were all at high which could be ranked from maximum to minimum average. For aspect of learning at home, it was a mean of 4.23, which standard deviation value of 0.63. For aspect of making decision, it was a mean of 4.22, which a standard deviation value of 0.64. For nurturing, it was a mean of 4.17, which a standard deviation value of 0.64. For assisting particular family and community, it was a mean of 4.14, which a standard deviation value of 0.65. For communicating, it was a mean of 4.12, which a standard deviation value of 0.65. Guidelines for community participation in educational administration of the center were as following: aspects of nurturing, administrators and teachers should participate in fund- raising project preparation for home - learning environment of the special children. For the communication as aspect, it should be participatory in online meeting. For learning at home, there should be a project of home – learning knowledge for parents or gradians. For making decision, there should be varieties of patterns and rotation of parents or gradian in sharing opinion. For assisting particular family and community, there should be a collaborative among administrators, teachers, multidisciplinary personnel, parents or gradians in planning for medias production for home-based child development.
