Abstract

This article aims to introduce an approach to managing English language learning through Communicative Language Teaching (CLT), in alignment with the Common European Framework of Reference for Languages (CEFR). The Ministry of Education and the Office of the Higher Education Commission have initiated a policy to revamp English language education by adopting the CEFR, an international framework that defines English proficiency standards. This framework is central to English language education in Thailand and emphasizes a shift from grammar-centric teaching to communication-focused instruction, prioritizing listening, speaking, reading, and writing skills.

Despite the efforts of Thai educational institutions to enhance English language proficiency at all educational levels, learners' actual ability to use English remains less effective than desired. The predominant teaching methods in Thailand, spanning from basic to higher education, tend to emphasize grammar, translation, and rote memorization, rather than practical communication. Moreover, the English skills assessment system places a strong emphasis on grammar and reading, failing to motivate learners to engage with English for meaningful communication.

Consequently, adopting an approach to English language learning based on Communicative Language Teaching (CLT) and aligned with the Common European Framework of Reference for Languages (CEFR) holds promise for educational institutions and educators. This approach will contribute to enhancing and refining the teaching and learning of English, in accordance with the educational reform policies of the Ministry of Education and the Office of Higher Education Commission. The ultimate goal is to elevate the quality of learners' English language knowledge and proficiency, enabling them to utilize English effectively as a tool for communication, studying, and universal knowledge exploration. This preparation is essential for nurturing global citizens in the 21st century.
