NEW PUBLIC GOVERNANCE (NPG): CONCEPT AND APPLICATION FOR LOCAL GOVERNANCE

Abstract

          New Public Governance (NPG) is a public sector management concept that was mentioned in the late 20th century. During the period toward the 20st century, every sector, not just the public ones (privates, civil society, communities, localities, and others), participated more and more in the public affairs. Though the concept of NPG didn’t fully replaced the traditional concepts for public management, the concept of NPG worth mentioning because it is widely spread out. And this concept should be applied to the management of every sector in localities in order to react to problems correctly and sustainably. The objectives of this article were 1) to present the concept of New Public Governance and 2) to suggest guidelines and method in applying NPG concepts on local governance.
          In this article, NPG is a conceptual instrument for extending the understanding of changes within this diverse global society and complexities of problem and needs which require every section in society to participate for management. Therefore, the application of NPG in locality provides opportune for collaboration of every section within a locality to participate in policy process and public services delivery on activities as the enhancement of the empowerment and strengthen of people locality.
