Abstract

          The purpose of this research was to 1) Studying into the opinions of contractor to work on research, 2) studying into the problems on the expansion of the contractor to work on research, 3) studying into ways in preventing and correcting the problem on the expansion of the contractor to work on research. Samples used in this research included teachers in the university, contractors to work on research, and the graduates who hired someone to do research and thesis, choosing the purposive sampling. Since the researcher had limited time to study, therefore, the method of data collection from the key informants was used. Tool used in the research was structured interview or formal interview with definitely fixed specifications and questions, using same questions. The researcher had collected data from academic paper, journal, publications, electronic media, research report, thesis, minutes, work manual, regulations, announcement, order, government documents related to the principle and ways in applying three-year plan. And on part of the field research, data were collected by structured interview and the data collection was done by the researcher oneself. It was found from the research that the expansion in hiring someone to work on research considerably affected the Thai educational system. There was still the problem that is the students hire someone to do research for them or copy other people’s research data. Although the educational institutions and concerned agencies have tried to implicate both the hirer and the contractor, there are still business of doing research for someone else in social media clearly, in doing research and thesis with the guarantee for the work performance, with details of research team as well as contact number and expenses for doing the research and thesis; it has been regarded as clear business. This really affects the education in that the students or the graduates would not obtain knowledge that they are interested. Although they read the research work, they would miss the ways of searching for data; data searching in this era is much easier to do from the internet rapidly than in the past when the library is only the source. The reasons why the graduates hire someone else to do the research for them was that they claimed that they would have no time left since they would have to do their full-time job, and the topic of research is too hard for them so they are afraid and worried about the quality of work or the accuracy of work as required by their teacher; so, they think that it is necessary for them to hire someone else to do the research. Currently, Thai social value is given to those who have degree like Ph.D., Master Degree; such degree would make them be recognized and accepted by the society. This is why they try to seek for the degree for themselves. Presently, there are those concerned with this problem, trying to present the Act related to the academic violation, and offer that DSI should inspect this as the special case; however, the progress on this has not yet been made. At the same time, Chulalongkorn University has jointly signed with 17 educational institutes to use Akkarawisut Application to detect the violation or copy of literature and thesis writings in order to make the graduates be more efficient and of more quality. The violation against the literature or writings is considered as the stealth of intellectual property. Chulalongkorn University does believe that if the solution can be effective within 3 years, there would be no problem related to the reproduction of thesis data, thus doing away with the business as mentioned. Therefore, what can each educational institute can do is to “imbue a positive sense of education” to all students so that they would realize the value of learning and the production of work, and their own ability and potential. Currently, Thailand has entered into digital world, and the government specifies the model of Thailand 4.0, with the vision to develop Thailand to be “Stable, Wealthy, and Sustainable”. In order to be consistent with the national vision, all educational institutes have to produce graduates of high quality for the society as each institute aims at producing the knowledgeable and capable people, to live their lives as good samples for the society, and to have pride and to boost fame to such institute. With this reason, various educational institutes focus on the improvement of curriculum, on inventing and planning new educational system to their students to be appropriate and keep up with the changing world. The students themselves must figure out the way in preventing and controlling the business of doing research for someone else. Also, the university itself must be strict against the advisor who would examine the work of students, and must have punishment or penalty for those who commit wrongdoing so that they would be afraid of doing wrong thing, and must imbue an educational sense to all students to realize the value of learning and to create work with ones’ own knowledge and capability.
