ALUMNI’S EXPECTED LEARNING OUTCOMES MONITORING: THE CASE STUDY OF MASTER OF PUBLIC ADMINISTRATION PROGRAM IN PUBLIC POLICY, SCHOOL OF POLITICAL AND SOCIAL SCIENCE, UNIVERSITY OF PHAYAO

This research aimed to explore three objectives. Firstly, the research explored working condition and working tasks of alumni. Secondly, it explored the graduates and the employers’ opinion on characteristics and competencies of the alumni based on indicated Expected Learning Outcomes (ELOs). Finally, it investigated guidelines for developing the learning and teaching process which expectantly relevant to the expectations of both graduates and the prospective employers. The population of the research was 127 graduates from Master of Public Administration Program in Public Policy, School of Political and Social Science, University of Phayao during 2012-2017. There were finally 91 questionnaires respondents and 8 Indepth Interviews. Therefore, the research adopted mixed methods.
The research applied descriptive statistics; percentage, mean, and standard deviation. The research found that both the graduates and the employers’ opinion on characteristics and seven aspects of competencies of the alumni based on indicated Expected Learning Outcomes (ELOs) reached the ‘High’ level ( = 4.12, S.D. = 0.55). The highest mean among the seven aspects was the ethical issues of the alumni which was the highest rated (
=4.31, S.D. = 0.47). The second high rated was the interpersonal skills and the responsibilities (
= 4.22, S.D. = 0.56), and the third one was the health support and personality development skill (
=4.12, S.D. = 0.54), respectively. Moreover, the feedback from the alumni and their employers are suggested to apply into the course re-design process. The research result is recommended to adopt essential data from the research into the revised programme both for curriculum content and the course structure. The revision intends to reflect the feedback from the alumni and the employers to modernise the Public Administration Master Programme. The revised programme is expected to reflect the needs and requirements from both alumni, employers, labour market and the current situation.
