การศึกษาสภาพปัญหาการจัดการขยะของมหาวิทยาลัยราชภัฏในเขตภาคกลาง

Abstract

          การวิจัยครั้งนี้มีวัตถุประสงค์ 1 เพื่อศึกษาสภาพปัญหาการจัดการขยะของมหาวิทยาลัยราชภัฏในเขตภาคกลาง 2 เพื่อศึกษาประสิทธิผล ประสิทธิภาพการจัดการขยะของมหาวิทยาลัยราชภัฏในเขตภาคกลาง และ 3 เพื่อเสนอแนวทางในการการจัดการขยะของมหาวิทยาลัยราชภัฏในเขตภาคกลาง กลุ่มตัวอย่างที่ใช้ในการวิจัย คือ ผู้ที่เกี่ยวข้องกับการจัดการขยะของมหาวิทยาลัยราชภัฏในเขตภาคกลาง 5 มหาวิทยาลัย ได้แก่ มหาวิทยาลัยราชภัฏวไลยอลงกรณ์ ในพระบรมราชูปถัมภ์ มหาวิทยาลัยราชภัฏพระนครศรีอยุธยา มหาวิทยาลัยราชภัฏเทพสตรี  มหาวิทยาลัยราชภัฏราชนครินทร์ และมหาวิทยาลัยราชภัฏรำไพพรรณี  จำนวน 185 คน โดยผู้วิจัยทำการเลือกแบบเจาะจงและแบบก้อนหิมะควบคู่กัน เครื่องมือที่ใช้ในการเก็บรวบรวมข้อมูล คือ แบบสัมภาษณ์และแบบสังเกตที่มีค่าดัชนีความสอดคล้องเท่ากับ 0.93 และ 0.97 การวิเคราะหขอมูลโดยการหาค่าความถี่และการวิเคราะห์เนื้อหา

            ผลการวิจัยสรุปได้ดังนี้

            1 สภาพปัญหาการจัดการขยะของมหาวิทยาลัยราชภัฏในเขตภาคกลาง พบว่า โดยรวมอยู่ในระดับน้อยซึ่งสามารถแบ่งออกได้ 3 ด้าน คือ 1.1 ด้านที่มีอุปสรรคหรือความยากลำบากมาก ได้แก่ ด้านกระบวนการจัดการเกี่ยวกับการจัดเก็บขยะมูลฝอย 1.2 ด้านที่มีอุปสรรคหรือความยากลำบากปานกลาง ได้แก่ ด้านกระบวนการจัดการเกี่ยวกับการลดและใช้ประโยชน์ และด้านการมีส่วนร่วมเกี่ยวกับการเข้ามามีส่วนเกี่ยวข้องด้านการจัดการขยะของผู้บริหาร เจ้าหน้าที่ปฎิบัติการและผู้มีส่วนได้ส่วนเสีย และ 1.3 ด้านที่มีอุปสรรคหรือความยากลำบากน้อย ได้แก่ ด้านสภาพปัญหาเกี่ยวกับการดำเนินการกำจัดขยะย่อยสลาย ขยะรีไซเคิล ขยะอันตราย และขยะทั่วไป ด้านกระบวนการจัดการเกี่ยวกับระบบการกำจัดขยะมูลฝอยและสิ่งปฏิกูล ด้านทรัพยากรที่จำเป็นเกี่ยวกับสิ่งที่อำนวยความสะดวกที่ใช้ในการจัดการขยะ และด้านนโยบายเกี่ยวกับหลักและวิธีการปฏิบัติของแนวทางดำเนินงานด้านการจัดการขยะ

            2 ประสิทธิผล ประสิทธิภาพการจัดการขยะของมหาวิทยาลัยราชภัฏในเขตภาคกลาง พบว่า การประเมินด้านประสิทธิผลเกี่ยวกับการไม่มีขยะตกค้างในแต่ละวันบริเวณจุดทิ้งขยะตามอาคารและพื้นที่ภายในมหาวิทยาลัยเฉลี่ยอยู่ที่ร้อยละ 88 และบริเวณจุดทิ้งขยะรวมของมหาวิทยาลัยเฉลี่ยอยู่ที่ร้อยละ 80 ส่วนการประเมินด้านประสิทธิภาพเกี่ยวกับการประหยัดค่าใช้จ่ายสำหรับการจัดการเพื่อไม่ให้มีขยะตกค้างในแต่ละวันเฉลี่ยอยู่ที่ร้อยละ 13 ซึ่งองค์ประกอบของกระบวนการดำเนินงานด้านการกำจัดขยะจะประกอบด้วยแม่บ้าน  ผู้ประกอบการร้านอาหาร พนักงานเก็บขยะ และเทศบาล โดยขยะแต่ละประเภทจะมีกระบวนการจัดการที่แตกต่างกันไป

             3 แนวทางในการการจัดการขยะของมหาวิทยาลัยราชภัฏในเขตภาคกลาง พบว่า มหาวิทยาลัยควรมีการจัดกิจกรรมหรือดำเนินการเกี่ยวกับการจัดการขยะอย่างต่อเนื่อง การสร้างจิตสำนึกหรือความตระหนักเกี่ยวกับการจัดการขยะของทุกภาคส่วนอย่างเป็นรูปธรรม การจัดการขยะตั้งแต่ต้นทางถึงปลายทาง การสร้างรายได้เพิ่มขึ้นจากขยะ การจัดระเบียบหรือภูมิทัศน์บริเวณจุดทิ้งขยะรวมให้สวยงาม การมุ่งเน้นการพัฒนามหาวิทยาลัยฯให้เป็นแหล่งนำร่องหรือแหล่งเรียนรู้เกี่ยวกับการคัดแยกขยะและการบริหารจัดการขยะที่ดีของชุมชนท้องถิ่น การจ่ายค่าตอบแทนพิเศษให้แก่พนักงานเก็บขยะกรณีที่มีการจัดงานเลี้ยงในช่วงกลางคืนหรือช่วงวันที่การจัดตลาดนัด รวมถึงการประสานงานหรือทำหนังสืออย่างเป็นทางการถึงเทศบาลเพื่อการแก้ปัญหาอย่างเป็นรูปธรรม

          The purposes of this research were 1 to study problems  about  solid  waste  management  of  Rajabhat University  in  the  central  region  2 to study effectiveness  and  efficiency  about  solid  waste  management  of  Rajabhat University in  the  central  region and  3 to  proposed  guidelines about  solid  waste  management  of  Rajabhat University in  the  central  region. Samples were those related  about  solid  waste  management  of  Rajabhat University  in  the  central  region  of  five  include  Valaya  Alongkorn  Rajabhat University under the Royal Patronage  ,Phranakhon Si Ayutthaya Rajabhat University  ,Thepsatri  Rajabhat University ,Rajabhat Rajanagarindra  University  and Rambhai Barni Rajabhat University total 185 people were selected purposive sampling  and snowball sampling. Tools  applied  for  collected  the  data  were  interview form and observation form with the  item  objective  congruence  was 0.93  and 0.97. The data  analyzed by  frequency and content Analysis.

The research findings were:

            1 Problems  about  solid  waste  management  of  Rajabhat University in  the  central  region  overall  low level  which can be divided into 3 kind  1.1 the  difficulties  or  obstacles  was  in  the high level   Include  the processes of collection  about  solid waste. 1.2 the  difficulties  or obstacles  was in the moderate  level  Include the process about  reducing and utilization and  the  participation about  solid  waste  management  of  executives ,officers  and  stakeholders. and 1.3  the difficulties or obstacles  was in the  low Level Include the   problems  of  management  about  compostable waste  ,recyclable waste ,hazardous waste and general waste  ,the  process  of  management  about solid  waste   and sewage ,the  facilitate  resources  about  solid  waste  management  and  the   policy  of  concept  and practices  about  solid  waste  management.  

          2  Effectiveness  and  efficiency  about  solid  waste  management  of  Rajabhat University  in  the  central  region were  evaluating  the  effectiveness  about  no residual  solid  waste  each day of building and  university  space  an  average  of  88  percent and  area  landfill  of  the  university  an  average  of  80  percent. To  evaluating  the  efficiency  about  cost management  of  no residual  solid waste each day  an  average of 13 percent. The elements  of  process  about  solid  waste  management  consists  housewives  ,canteen ,solid  waste  collection employees  and  municipality. Which  solid  waste  management  each with  a  different.

          3 Guidelines about  solid  waste  management  of  Rajabhat University  in  the  central  region  were university  should  be  organized  or operated  on  solid  waste  management  continues ,action  on  the creation of consciousness or awareness about solid  waste  management  of  sector was  substantial ,waste management from starting to  end of the line ,action on creating more revenue from solid  waste  ,organize about beautifu  landscaped  in  landfill area ,focusing on the development of the university as a pilot or learning about good solid  waste  separation and solid waste management of the local community ,pay special for solid  waste  collection employees in case that work at night  or flee market Include coordination or an official  letter about  solution to the municipality.
