The Needs and Participatory Management Approaches Affecting the Efficiency of School Supplies Management under the Nakhon Sawan Secondary Educational Service Area Office

Abstract
The objectives of this research aimed: 1. To study the current situation, the desired situation, and assess the necessary needs in participatory management that impact the efficiency of procurement work in schools. 2. To compare the current situation and the desired situation in participatory management that affects the efficiency of procurement work in schools, categorized by position and experience at work. 3. To propose guidelines for participatory management that influence the efficiency of procurement work in schools under the jurisdiction of the Nakhon Sawan Secondary Educational Service Area Office. The research tools used include questionnaires and semi-structured interviews. The sample group consists of 398 individuals, including procurement practitioners, school administrators, procurement staff, and teachers. The statistical methods used for quantitative data analysis include frequency, percentage, mean, standard deviation, one-way ANOVA, and the modified Priority Needs Index (PNI), as well as qualitative data analysis through content analysis. The research findings revealed that: 1. The current situation and the desired situation in participatory management affecting the efficiency of procurement work in schools are overall at a high and highest level, respectively. The prioritized necessary needs, from most to least important, are: 1) equipment maintenance, 2) equipment control, 3) equipment disposal, and 4) equipment procurement. 2. The comparison of the current situation and desired situation in participatory management affecting the efficiency of procurement work, categorized by position and work experience, showed significant statistical differences at the .01 level. 3. Guidelines for participatory management that influence the efficiency of procurement work in schools should promote participation from administrators, committees, and teachers in planning and managing procurement systems, emphasizing the necessity of joint assessments, training, budgeting, and equipment inspections to ensure that operations are efficient and transparent, with a focus on continuous evaluation and improvement of procurement processes.
