Abstract
The purpose of this research was to study the state of empowerment in supervision within educational institutions towards the development of learning management in English for communication, to develop a model of empowerment in supervision within schools towards learning management in English for communication subject, and to evaluate the empowerment model in supervision within educational institutions to develop learning management in English for communication subject. The samples in Objective 1 were 70 private school administrators, 70 school supervision teachers, and 70 English language teachers. The sample was randomized by school unit, the sample size was determined by Krejcie and Morgan's prefabricated table and multistage random sampling. The tools used were questionnaires and interview forms. In Objective 2, a draft model was developed by a group discussion of 9 experts. In Objective 3, an action research was conducted, 18 samples were specifically selected from primary and secondary schools, comprising 1 school principal, 2 supervision teachers, 6 English teachers. The tools used were operational process observations, questionnaires, and learning management assessments. Data were analyzed by statistical means, standard deviation, and content analysis.
The research results were found that: 1) The current state of empowering supervision within schools to develop learning management in English for communication, Ubon Ratchathani private school teachers practiced at a moderate level (=3.33) (SD.=0.95). 2) The empowerment model for internal supervision to develop English language learning management for communication teachers in private schools in Ubon Ratchathani Province consisted of basic concepts, principles, objectives, action steps. , Measurement and Evaluation, and Conditional Guidelines and Implementation Factors. The operation process consists of 6 steps, which are the study of current conditions, problems and needs, motivation for performance, planning and preparation of supervision projects, supervision operations, supervision evaluation, and Creating an empowering atmosphere in supervision. 3) The results of the evaluation of the empowerment model in supervision within the school on the development of English language learning management for communication were found that The target schools operate according to the 6 action steps. and follow all the indicators of each step according to the implementation process of the model. In implementing the empowerment of supervision within schools to develop English language learning management for communication, private school teachers in Ubon Ratchathani province were generally at the highest level. The overall learning management ability of English for communication teachers was at the highest level.
