The Development of Systems and Mechanisms for Educational Quality Assurance in Educational Institutions Receiving the IQA AWARD of Excellence in Chiang Rai Province

Abstract

This study aimed to develop educational quality assurance management systems and mechanisms for schools receiving excellent level IQA Awards in Chiang Rai Province. A two-phase mixed-methods approach was employed: Phase 1 examined system and mechanism components through document synthesis and expert seminars with 11 purposively selected participants with relevant knowledge and experience, using document synthesis forms and structured interviews analyzed through content analysis; Phase 2 involved system development and evaluation using data from Phase 1, which was then assessed by 16 purposively selected experts with relevant expertise and stakeholder involvement, using quality assessment instruments based on accuracy and feasibility standards, analyzed through means, standard deviations, and content analysis.

Results revealed that the system and mechanisms comprised four main components: 1) Input factors: administrator and school management factors, personnel factors, learning management and research factors, and environmental factors; 2) Process: establishing school standards and quality goals, driving quality toward standards, monitoring success according to internal quality assurance standards, demonstrating school success and academic value, and creating quality culture reflecting sustainable development; 3) Output: schools receiving recognition and IQA Awards, serving as models and leaders in educational quality assurance, functioning as study visit sites, providing guidance to other schools within the system, and creating school quality innovation networks; and Outcomes: student quality, administrative and management processes, and learner-centered teaching and learning processes; 4) Feedback: potential assessment, development areas, problem causes, improvement approaches, success-promoting factors, quality enhancement and innovation creation, and future risk identification. The developed system and mechanisms demonstrated quality at the highest level according to accuracy and feasibility standards.
