The Role of the Ministry of Defence in Diaster Management : From the Past to the Future

Abstract

 This article is a part of the dissertation,The Role of the Ministry of Defence in Diaster Management : From the Past to the Future. This research objectives are: 1) To study the problems and obstacles in disaster management of the Ministry of Defense  2) To study the factors that help the Ministry of Defense's disaster management to be successful  3) To consider the policy development guidelines for the Ministry's of Defense role in Disaster Management for the Future. The research methodology uses qualitative research by applying the management process PAMS-POSDCoRB and SWOT analysis concept in the framework for data analysis. The research results are as follows: 1) The most important problems and obstacles were policy management (Policy). 2) The most important factor for success was Coordination. 3) The most management development guidelines was the policy management aspect (Policy).

The results of this research were processed and synthesized using a group discussion method to certify and corroborate the above findings. From the results obtained from the research process under the framework of the administrative process PAMS-POSDCoRB  in 11 aspects total 34 issues, can be summarized as follows: 1) Policy administration (Policy) 4 issues, 2) Authority management (Authority) 3 issues, 3) Ethical management (Morality) 2 issues, 4) Society 3 issues, 5) Planning 4 issues, 6) Organization management 4 issues, 7)Human resource management (Staffing) 3 issues, 8) Administration (Directing) 4 issues, 9) Coordinating 2 issues, 10) Report 2 issues and 11) Budget 3 issues.
