UPGRADING DRIVING LICENSES ISSUANCE INNOVATION TO INTERNATIONAL STANDARDS

Abstract

The objectives of this research were (1) to study the problems in upgrading driving license innovation to international standards, (2) to study the success factors in upgrading driving license issuance innovation to international standards, and (3) ) the suggestions for ways to upgrade driving license innovation to international standards. The research was qualitative.  Key informants included the executives and operational personnel related to work of providing vehicle driving licenses of the Department of Land Transport, 20 people by specific selection. The study tool was an interview form. The data were analyzed by descriptive summary.

The results found that (1) the problems in upgrading driving license innovation to international standards, including the lack of cooperation personnel, lack knowledge.  The organizational working climate was not conducive to innovation, improper working style, inadequate, administrative resources. The management did not support enough, lack of incentives and continuous personnel, development people didn't understand innovation, resulting in a lack of good cooperation, (2) the success factors in upgrading driving license issuance innovation to international standards included knowledge and understanding of personnel; innovation, cooperation in the use of innovation budget for innovation development, modern equipment, materials, suitable working environment and training and development,  and (3) the suggestions for ways to upgrade driving license innovation to international standards. suggestions for guidelines in upgrading driving license issuance innovation to international standards, i.e. the organization must set a clear policy, the executives must focus on supporting resources, adequately and appropriately, continuous personnel development, motivate personnel.  There was communication to create understanding and cooperation, including monitoring and evaluation.
