DRIVING MEASURES AND GUIDELINES ON SURVEILLANCE, PREVENTION, AND MANAGEMENT OF THE CENTRE FOR THE ADMINISTRATION OF THE SITUATION DUE TO THE OUTBREAK OF THE COMMUNICABLE DISEASE CORONAVIRUS (COVID-19)

Abstract

The research was a qualitative study. This research aimed to analyze, lesson learned and study problems and obstacles of driving measures and guidelines on surveillance, prevention, and management of the Centre for the Administration of the Situation due to the Outbreak of the Communicable Disease Coronavirus (COVID-19) under existing frame of reference and to study transformation of frames of references after the first of the outbreak in Thailand. This research collected data from non - Participant observation, semi - structured interview, in - depth Interview and document research.

This research found that the centre has learned to transformation in the five waves all the time. The centre started processes with unclear historical knowledge. Until the hypothesis was tested with complicated problems and obstacles. The centre considered and reflected the processes for driving measures in each period. The fifth wave, the centre created the final frame of reference, driving measures’s frame was coexistence between life, economy, society and abidance of COVID - 19, management of the centre’s frame is prediction the situation and organizational adaptation forthright conforms to the situation. Moreover, there are 13 problems and obstacles for driving measures and management of the centre which are one of the main tools for transformative learning.
