DEVELOPMENT OF EFFECTIVENESS FOR ENVIRONMENTAL MANAGEMENT OF MUNICIPALITIES IN PHETCHABUN PROVINCE

Abstract

          Objectives of this dissertation were: 1.To study the effectiveness of environmental management of municipalities in Phetchabun Province, 2.To study factors affecting the effectiveness of environmental management of municipalities in Phetchabun Province, and 3. To propose guidelines for improving the effectiveness of environmental management of municipalities in Phetchabun Province to apply  Aparihăniya-dhamma 7 . Conducted by the mixed research methods. The quantitative research used questionnaires to collect data from 400 samples. And the qualitative research collected data by in-depth interviewing 19 key informants. Data were analyzed by content descriptive interpretation.

          Findings were as follows:

1. Effectiveness of Environmental Management of Municipalities in Phetchabun Province, by overall, the average in all aspects was at a large level. According to interviews with key informants; The production of municipal personnel to have knowledge, ability, supply of modern equipment. The municipality’s personnel changed their personality, accepted by the community therefore allowing the municipality to be developed forward.
2. Factors affecting the effectiveness of environmental management of municipalities in Phetchabun Province was found that administrative factors affected the effectiveness of environmental management of municipalities by 27.6 percent and compliance with the principle of Aparihăniya-dhamma 7 affected the effectiveness of environmental management of municipalities in Phetchabun Province by 41.7 percent indicating that Aparihăniya-dhamma 7 affected the effectiveness of environmental management of municipalities in Phetchabun Province.
3. The improving  effectiveness of environmental management of municipalities in Phetchabun Province consisted of 1) personnel, 2) funding, 3) materials, 4) management and application of Aparihăniya-dhamma 7, namely: 1) Personnel met to exchange ideas regularly, 2) Personnel discontinued meetings, 3) Municipalities adhered to ethical principles in management, 4) Municipalities listened to opinions from citizens, 5) Municipalities provided and advice to personnel, 6) Municipalities collaborated to manage the environment and took care of places in the community,7) Municipalities assigned the places for garbage disposal and took  good care of the environment.  Both approaches affected the effectiveness of environmental management of municipalities in Phetchabun province.
