INTEGRATED WASTE MANAGEMENT MODEL OF KHAOSAMYOD MUNICIPALITY, LOPBURI PROVINCE

Abstract

This research aims to 1) study the waste management process of Khao Sam Yod Municipality, 2) develop waste management innovations in Khao Sam Yod Municipality, and 3) present innovation in sustainable waste management in Khao Sam Yod Municipality, Lopburi Province. It is mixed research, including documentary research, qualitative research, and action research. The samples were executives, employees, and public health officials of Khao Sam Yod Municipality, government agency executives, and 20 representatives from community leaders and people in the Khao Sam Yod Municipality area. The research tools were in-depth interviews, focus groups, and data analysis content.

The results of the research can be summarized as follows:

1. Waste management process of Khao Sam Yod Municipality, Lopburi Province revealed that for the waste management process of Khao Sam Yod Municipality, the municipality faced the problem of not having a place to dispose of solid waste, so it encouraged the dumping of waste into the bin. And set up a budget to buy garbage bins distributed to all 34 communities. "Community Without Tanks" led the study group to visit Don Kaew Subdistrict Administrative Organization. Chiang Mai Province and lead to the proclamation "Don Kaew Declaration" and return the trash during the year 2012 was announced. “Thaton Declaration” by Khao Sam Yod Municipality has developed a livable city in conjunction with reducing global warming and develop processes from from "Tankless Communities" to "Renewable Energy". As a result, in 2014, Khao Sam Yod Municipality can be developed into a city without tanks and further expanding to use alternative energy and continue activities continuously which from the said performance, it was found that the amount of community waste was reduced by 10 tons/day. and currently experiencing operational problems as follows: 1. Problems of sorting waste at source, 2. The problem of increasing amounts of waste, 3. Privatization requires more privatization, 4. Consciousness problems, 5. Municipal management process problems, 6. Problems of location and disposal of solid waste, and 7. Problems of public participation.
2. For innovation development of integrated waste management of Khao Sam Yod Municipality, it was found that Khao Sam Yod Municipality has given importance to the participation of people who have the potential to solve waste problems in the community and for the benefit of the happiness of people who have the potential to solve waste problems in the community. As well as being able to respond to the administration of the municipality to achieve success in the performance of duties and responsibilities until the goal can be achieved. which is process innovation by participating in the transfer of policies, decision-making, planning for local community development. including monitoring and evaluation by giving importance to the participation of the public. This will lead to the expansion of the results to further development in other areas and strengthen local communities by having success factors in integrated waste management.
3. Regarding presentation of sustainable waste management innovation of Khao Sam Yot Municipality, it indicated that it was a comprehensive waste management model that researcher presents through upstream, midstream, and downstream models according to the Sustainable Development Goals (SDGs), emphasizing the importance of balancing all 3 dimensions of sustainable development both in economic, social and environmental aspects in an integrated and participative way. It continues to focus on the sustainability of natural resources and the environment. According to the 13th Economic and Social Development Plan, and to promote holistic economic development that will develop the economy in 3 dimensions simultaneously, namely the bioeconomy, circular economy, considering the use of various materials. Come back to use as much as possible under the Green Economy (Green Economy), which is developed in parallel with social development and preserving the environment in a balanced way to achieve stability and sustainable together.
