Guidelines for promoting the effectiveness of driving the Sufficiency Economy Philosophy policy of the model Sufficiency Economy Village in Khlong Lan District, Kamphaeng Phet Province

Abstract

This research aimed to (1) examine the driving mechanisms, methods, and processes that influence the effectiveness of implementing the Sufficiency Economy Philosophy (SEP) in model villages, (2) investigate the success factors of SEP policy implementation in model villages, and (3) explore the approaches to strengthen and ensure the success of SEP implementation. The study focused on five model villages located in Khlong Lan Pattana Subdistrict Municipality, Khlong Lan District, Kamphaeng Phet Province. A qualitative research design was employed, utilizing in-depth interviews, focus group discussions, and participatory observations. Data were analyzed through content analysis to synthesize key findings.

The results revealed that (1) the main driving mechanisms included the use of the “Khumban” (community cluster) administrative structure, village committees, occupational groups, and community savings groups, which facilitated comprehensive and flexible management; (2) the success factors consisted of visionary and respected community leaders, supportive social and cultural structures, the strength of community savings and fund management, and external support such as training, knowledge transfer, and budget allocation; and (3) the approaches to strengthen SEP implementation comprised the establishment of model development families and the expansion of knowledge transfer to other households, together with promoting income-generating activities, developing community products, fostering environmental conservation, and creating learning networks with other villages.

The new body of knowledge generated from this study highlights that the success of SEP implementation at the community level relies on participatory administrative mechanisms, both internal and external supporting factors, and a family-based development approach that expands toward the community. These elements collectively form a foundation for sustainable community development and serve as a model for broader applications.
