Networking and Participatory to access the benefits of basic servicesof state of the disabled

Abstract

This article aims to: (1) examine the problems and limitations faced by persons with disabilities in accessing legally guaranteed public service benefits; (2) study the process of community collaboration in driving access to rights for persons with disabilities; and (3) examine the creation of networks between persons with disabilities and local administrative organizations to promote access to rights. The research employs a mixed methods approach, comprising qualitative research through in-depth interviews with key informants and documentary research; quantitative research using questionnaires administered to persons with disabilities and their caregivers; and participatory action research (PAR) through activities with local stakeholders and focus group discussions. The study area covers Mueang Si Khai Subdistrict Municipality, That Subdistrict Municipality, Kham Khwang Subdistrict Municipality, and Pho Yai Subdistrict Administrative Organization in Ubon Ratchathani Province. Data collection was conducted through in-depth interviews with 23 key informants, including persons with disabilities, caregivers, disability leaders, village health volunteers, community leaders, local administrators and council members, social service agencies, and rehabilitation agencies for persons with disabilities. Data were analyzed using content analysis, and the reliability of the data was verified through triangulation.
The findings reveal that: (1) The majority of persons with disabilities are able to access primary healthcare services; however, significant limitations remain in terms of access to education, employment, and health.  (2) The community collaboration process involves key networks, including persons with disabilities, caregivers, community members, community leaders, village health volunteers, local administrative organizations, and public health service units, all of which jointly promote access to rights for persons with disabilities. (3) The development of networks to drive access to benefits for persons with disabilities takes two forms: inter-agency collaborative networks within the local area, and networks of disability organizations in the form of the “Four-Subdistrict Collaborative Development Club for Persons with Disabilities and the Disadvantaged,” which plays a crucial role in coordinating collaboration and promoting access to legal rights for persons with disabilities.
