THE STANDARD OF DANGEROUS GOODS TRANSPORT BY AIR FOR THE SAFETY ENHANCEMENT OF AVIATION INDUSTRY

Abstract
This academic paper aims to explain the standard of dangerous goods transport by air
for the safety enhancement of aviation industry with the international trade and investment policies in many countries. As a result of this, the growth rate in various industrial sectors such as manufacturing, agriculture, construction, and maintenance has rapidly increased. In addition, the demand for import-export of chemical products, which are mostly considered as dangerous goods, trends to rise steadily. It will be increases the risk of accidents during transportation if there is no standard supervision. In particular the aviation industry, it has been focus on safety as the first priority. This is because it is related to the safety of passengers, crew, aircraft and various assets in the air transportation system. Furthermore, it has been effect on decision making to use service. Therefore, this academic paper will provide the guideline and recommendation for improving the standard of dangerous goods transport by air in order to minimize the risk of accidents occurrence during the transportation. Moreover, this paper is focusing on the current regulations of ICAO Annex 18: Safe Transport of Dangerous Goods by Air and ICAO DOC 9284: Technical Instructions for the Safe Transport of Dangerous Goods by Air which the conditions for air transportation of dangerous goods by service providers have the same standards and procedures. In addition, it analyzes the problems and challenge of transporting dangerous goods by air and guidelines for increasing the efficiency of transporting dangerous goods by air which are related to training standards, legal standards and standards of operating manual for the transport of dangerous goods by air.
