A STRATEGIC DEVELOPMENT MODEL FOR 21ST CENTURY LEARNING MANAGEMENT OF SCHOOLS UNDER THE OFFICE OF SURAT THANI PRIMARY EDUCATIONAL SERVICE AREA 2

Abstract

The objectives of this research were: 1) To study the current conditions and needs of 21st century learning management, 2) To develop a model, and 3) To validate the model. This research employed a research and development (R&D) design consisting of three phases. Phase 1 involved studying the current conditions and needs with a sample of 285 school administrators and teachers, using a questionnaire with a reliability of .98. Phase 2 focused on developing the model with nine experts, using expert-based seminar records as the research instrument. Phase 3 examined the model with nine educational supervisors, administrators, and teachers through focus group discussion records and evaluation forms on usefulness and feasibility. Data were analyzed using mean, standard deviation, and content analysis. The findings revealed that: 1) The current conditions were at a high level, while the needs were at the highest level; 2) The developed model comprised five components: principles, objectives, the strategic development process (including situation analysis, vision and mission formulation, goal setting, strategic alternatives, strategy selection, implementation, monitoring and evaluation, and sustainability and scaling-up), 21st century learning management practices for teachers (including technology integration, promotion of critical thinking and problem-solving, life and career skills learning, learner-centered approaches, lifelong learning, integration of social and emotional skills, and parental and community involvement), and success factors; and 3) The validation results indicated that the model for developing learning management strategies in the 21st century for schools was feasible and beneficial in all components.
