THE EFFECTIVENESS OF THE OPERATIONS OF THE SANGHA PROTECTION CENTERS IN SAFEGUARDING THE RIGHTS AND FREEDOMS OF CITIZENS: A CASE STUDY OF THE SANGHA PROTECTION CENTERS IN THE SPECIAL ECONOMIC ZONE OF TAK PROVINCE

Abstract

This research article aimed to 1) Investigate the operational status of the Damrongtham Center, including its roles, duties, and service mechanisms for the public; and 2) Propose guidelines for developing the potential and operational mechanisms of the Damrongtham Center. This research employed a mixed-methods approach. A questionnaire was used to collect quantitative data from a sample of 285 people who had previously used the services of the Damrongtham Center. In-depth interviews were conducted with 15 key stakeholders, including Damrongtham Center officials, community leaders, and civil society representatives, to collect qualitative data. Quantitative data were analyzed using descriptive statistics and summary statistics such as the mean and standard deviation, while qualitative data were analyzed using content analysis. The research findings indicated that 1) overall, the public's understanding of their rights and freedoms increased after using the center's services. The performance of the officials was rated at a high level, particularly in their ability to explain rights, provide courteous service, and coordinate with other agencies. At the same time, the public also valued participation, such as providing feedback, monitoring outcomes, and accessing information related to their rights. It was also found that the Damrongtham Center plays a crucial role as a mechanism for connecting the public with the state regarding complaints, problem-solving, and promoting good governance. and 2) The proposed guidelines for developing the Damrongtham Center include: enhancing officials' skills in human rights and conflict management; developing a transparent and auditable complaint information system; fostering collaboration with the public and community networks; and elevating the center's role to participate in local policy-making. This is to ensure the center can respond to the context of special economic development areas.
