DEVELOPING LEADERS TO PROMOTE SMART COMMUNITIES IN NONG BUA LAMPHU

Abstract
The objectives of this research were: 1) To study the potential and development needs of smart community promotion leaders in Nong Bua Lamphu Province; 2) To establish development strategies for smart community promotion leaders in Nong Bua Lamphu Province; and 3) To develop model smart community promotion leaders. This study employed a mixed-methods research design divided into three phases. In Phase 1, the population consisted of 274 individuals selected through purposive sampling. The research instrument was a questionnaire with a reliability coefficient of 0.82. Data were analyzed using frequency, percentage, mean, standard deviation, and content analysis. In Phase 2, the target group comprised 30 individuals selected through purposive sampling. The instruments used were suitability and feasibility evaluation forms. In Phase 3, the target group consisted of 30 individuals selected through purposive sampling. The instrument used was a satisfaction evaluation form. Quantitative data were analyzed using frequency, percentage, mean, and standard deviation, supplemented by content analysis. The research findings revealed that: 1) The overall level of potential for developing smart community promotion leaders in Nong Bua Lamphu Province was at a high level, while the overall development needs were at a high level. 2) The development strategies for smart community promotion leaders consisted of 7 strategies, totaling 20 projects/activities. The overall suitability of the strategies was at a high level ( = 4.06, S.D. = 0.75), and the overall feasibility was also at a high level (
= 4.12, S.D. = 0.80). and
3) Regarding the development of model smart community promotion leaders-emphasizing the use of AI, precision agricultural technology, and operational learning to create area-based change agents-the overall satisfaction was at a high level ( = 4.35, S.D. = 0.65)
