DEVELOPMENT OF A MANAGEMENT MODEL FOR SPECIALIZED MARITIME EDUCATIONAL INSTITUTIONS TOWARD EXCELLENCE IN ACCORDANCE WITH INTERNATIONAL STANDARDS THROUGH A COLLABORATIVE NETWORK MECHANISM

Abstract
This research aimed to 1) Study the problems and priority needs in managing maritime vocational educational institutions under international standards, 2) Develop a management model for specialized maritime educational institutions toward excellence in accordance with international standards through a collaborative network mechanism, 3) Implement the model in an educational institution, and 4) Evaluate the effectiveness and stakeholder satisfaction. The study employed a four-phase research and development (R&D) methodology. Target groups included: Phase 1, 82 internal personnel and 128 enterprises; Phase 2, 22 key informants and 9 experts; and Phases 3 and 4, 114 relevant participants, selected via purposive sampling. Research instruments comprised questionnaires, evaluation forms, in-depth interviews, and focus group discussions. Data were analyzed using mean, standard deviation, modified Priority Needs Index (PNI modified), t-test for dependent samples, and content analysis. The findings revealed that 1) The current state indicated the highest need for co-creation participation ( = 4.59, S.D. = 0.54) to address the simulator shortage, 2) The model driven by four strategies-co-designing curriculum, co-resourcing, personnel development, and competency certification-demonstrated suitability at the highest level (
= 4.79, S.D. = 0.41), 3) Model implementation achieved the highest success in simulator sharing (
= 4.79, S.D. = 0.41), and 4) Post-implementation effectiveness revealed that learners’ professional competencies were significantly higher than before at the .05 statistical level (
pre = 3.24, S.D. = 0.42); (
post = 4.68, S.D. = 0.38); (t = 28.45, df = 113, p < .001), with a direct employment rate of 91.23 percent, an equipment procurement budget reduction of 31.25 percent through network resource sharing, and overall stakeholder satisfaction at the highest level (
= 4.85, S.D. = 0.35).
