การสร้างแบบประเมินคุณภาพตัวชี้วัดสมรรถนะของผู้ตัดสินกีฬารักบี้ฟุตบอล

บทคัดย่อ
วัตถุประสงค์งานวิจัย เพื่อสกัดองค์ประกอบ ตัวชี้วัด การสร้างแบบจำลองการวัดสมรรถนะของผู้ตัดสินกีฬารักบี้ฟุตบอล และการประเมินคุณภาพตัวชี้วัดสมรรถนะของผู้ตัดสินกีฬารักบี้ฟุตบอล การวิจัยในครั้งนี้ใช้วิธีวิจัยแบบผสมผสาน (Mixed Method Research) แบบเท่าเทียมตามลำดับ (Equal Status Sequential Design) กลุ่มตัวอย่างในการศึกษาครั้งนี้ผู้เชี่ยวชาญที่มีประสบการณ์ในการตัดสินกีฬารักบี้ฟุตบอลระดับชาติและนานาชาติ โดยแบ่งออกเป็น 2 กลุ่มได้แก่ กลุ่มผู้เชี่ยวชาญเพื่อใช้ในการสัมภาษณ์แบบโครงสร้าง (Semi-structured interview) จำนวน 5 คน เพื่อหาสกัดองค์ประกอบ สมรรถนะของผู้ตัดสินกีฬารักบี้ฟุตบอล จากนั้นจะดำเนินดำเนินการตรวจสอบคุณภาพขององค์ประกอบ ด้วยเทคนิคเดลฟายประยุกต์ (Modified Delphi Technique) จากผู้เชี่ยวชาญจำนวน 17 คน เพื่อสร้างแบบจำลองการวัดสมรรถนะแบบจำลองของผู้ตัดสินกีฬารักบี้ฟุตบอล และการประเมินคุณภาพตัวชี้วัดสมรรถนะของผู้ตัดสินกีฬารักบี้ฟุตบอล ผลการวิจัยพบว่า จากการสร้างแบบจำลองการวัดสมรรถนะของผู้ตัดสินกีฬารักบี้ฟุตบอล ได้มีการจำแนกสมรรถนะไว้ทั้งหมด 11 ด้าน โดยการประเมินคุณภาพตัวชี้วัดสมรรถนะของผู้ตัดสินกีฬารักบี้ฟุตบอล ทั้ง 11 ด้านมีความถูกต้องและเหมาะสม ผ่านเกณฑ์การประเมินจากผู้เชี่ยวชาญ สรุปผลจากการศึกษาพบว่าตัวชี้วัด สมรรถนะ ด้านบุคลิกภาพ ด้านคุณธรรมจริยธรรมและจรรยาบรรณในวิชาชีพ ด้านการสื่อสาร ด้านการทำงานเป็นทีม ด้านสมรรถภาพทางกาย ด้านการมุ่งผลสัมฤทธิ์ ด้านจิตสำนึกในการปฏิบัติงาน ด้านการสั่งสมความเชี่ยวชาญ ด้านทักษะในการปฏิบัติหน้าที่ผู้ ด้านความรู้ที่จำเป็น และด้านเจตคติต่อการเป็นผู้ตัดสิน เป็นสมรรถนะที่มีความถูกต้องและเหมาะสมสำหรับการประเมินคุณภาพของผู้ตัดสินกีฬารักบี้ฟุตบอล ควรมีการนำไปประยุกต์ใช้ในการประเมินสมรรถนะผู้ตัดสินกีฬารักบี้ฟุตบอล
