STRATEGIES FOR MANAGEMENT OF COLLABORATIVE NETWORKS FOR OCCUPATIONAL SKILL DEVELOPMENT OF INSTITUTE OF VOCATIONAL EDUCATION NORTHERN REGION 1

Abstract
This research aims to study the current conditions and problems of collaborative network management, explore guidelines for collaborative network management, and develop, verify, and evaluate strategies for managing collaborative networks in vocational skills development at the Northern Vocational Education Institute 1. This qualitative research involved key informants including educational administrators, department heads, representatives from enterprises, and related agencies. The study comprised 15 participants in a workshop, 9 participants for accuracy and appropriateness verification, and 70 participants for feasibility and utility assessment, all selected through purposive sampling. Research instruments included meeting records, content analysis forms, structured interviews, focus group discussion records, verification forms for accuracy and appropriateness, and assessment forms for feasibility and utility. Research statistics and data analysis, standard deviation, and content analysis. The findings revealed that current conditions showed educational institutions having policies promoting cooperation with various agencies, strategic plans aligned with affiliated authorities' policies, memoranda of understanding with external organizations, and established goals for collaborative network management in vocational skills development. However, problems included lack of continuity in cooperation and unclear operational processes. The management guidelines emphasized integrating cooperation across all sectors and enhancing student quality through identity development and professional competencies prepared for global social changes. The developed, verified, and evaluated strategy comprised vision, mission, objectives, strategic issues, measures, indicators, and projects. The strategy's verification results for accuracy, appropriateness, feasibility, and utility were rated at the highest level. ( = 4.54, S.D. = 0.51)
