MODEL FOR IMPROVING THE INFORMATION LEADERSHIP OF MIDDLE-LEVEL ADMINISTRATORS OF PUBLIC UNIVERSITIES IN ZHEJIANG

Abstract
The purpose of this research were to 1) Examine the current state of information leadership among middle-level managers in public universities in Zhejiang Province, and 2) Develop a model for improving information leadership among middle-level managers in public universities in Zhejiang Province. The research population consisted of 205 middle-level managers from universities in Zhejiang Province. The research instrument was a questionnaire with a content validity index of 1.00 and a reliability coefficient of .98. Statistical analysis included percentages, means, and standard deviations. The results showed that 1) The current state of information leadership among middle-level managers in five areas was at a high level ( = 3.76,
= 1.22). When considering the means from highest to lowest, information vision had the highest mean, followed by information literacy. The aspect with the lowest average score was information-based evaluation. The findings are as follows: 2) A model for improving information leadership of middle-level managers in 5 areas, comprising a total of 32 measures: 6 measures for developing information intelligence, 7 measures for promoting information vision, 7 measures for strengthening information construction and management, 6 measures for strengthening information-based evaluation, and 6 measures for developing the organizational climate; and 3) The appropriateness of the model for improving information leadership of managers, which should emphasize developing up-to-date information technology skills, promoting the use of data for decision-making, creating a culture of information exchange, and personnel training to enhance management efficiency and build competitiveness in the digital age for sustainable future development.
