กระบวนการจัดการทรัพยากรน้ำขององค์กรปกครองส่วนท้องถิ่น ในพื้นที่จังหวัดสุราษฎร์ธานี

บทคัดย่อ
บทความวิจัยนี้มีวัตถุประสงค์เพื่อ 1) ศึกษากระบวนการจัดการทรัพยากรน้ำ 2) พัฒนากิจกรรมและเทคโนโลยีพื้นบ้านในการจัดการทรัพยากรน้ำ และ3) สร้างเครือข่ายการจัดการทรัพยากรน้ำขององค์กรปกครองส่วนท้องถิ่นในพื้นที่จังหวัดสุราษฎร์ธานี เป็นการวิจัยเชิงคุณภาพ มีขอบเขตเนื้อหา 3Rs SWOT ผู้ให้ข้อมูลสำคัญ ได้แก่ นายกองค์การบริหารส่วนตำบล, รองนายกองค์การบริหารส่วนตำบล ผู้เชี่ยวชาญด้านการอนุรักษ์และการจัดการทรัพยากรน้ำเขต 14 และสำนักงานทรัพยากรน้ำที่ 10 จังหวัดสุราษฎร์ธานี ผู้นำชุมชน ได้แก่ กำนัน ผู้ใหญ่บ้าน และปราชญ์ชาวบ้าน รวมจำนวนทั้งสิ้น 30 คน โดยการวิเคราะห์เนื้อหาสถิติพรรณนา การวิเคราะห์แบบอุปนัย ผลการวิจัย พบว่า 1) กระบวนการจัดการทรัพยากรน้ำ 3Rs การใช้ฝักบัว ไม่ปลูกพืชในฤดูแล้ง น้ำผ่านการใช้ประโยชน์แล้วกลับมาใช้อีก น้ำจากการซักผ้า ล้างผัก มารดน้ำต้นไม้ น้ำเสียกลับมาบำบัดแล้วนำมาใช้ใหม่ SWOT จุดแข็ง สภาพพื้นที่เป็นราบลุ่มเหมาะแก่การทำเกษตร ประมงน้ำจืด มีแหล่งน้ำธรรมชาติที่เพียงพอและสามารถพัฒนาให้เกิดประโยชน์แก่ประชาชน จุดอ่อน ประชาชนขาดจิตสำนึกการอนุรักษ์สิ่งแวดล้อม ปัญหาขยะที่เพิ่มมากขึ้น โอกาส รัฐบาลให้ความสำคัญของหลักเศรษฐกิจพอเพียงและการสนับสนุนส่งเสริมอาชีพด้านการเกษตร อุปสรรค กฎหมายที่เกี่ยวข้องทำให้การดำเนินงานไม่คล่องตัว 2) พัฒนากิจกรรมและเทคโนโลยีพื้นบ้านการบริหารจัดการน้ำในพื้นที่ โดยการสร้างแก้มลิง การจัดสรรน้ำเพื่อการเกษตร การเปิดปิดประตูน้ำ การอนุรักษ์คุณภาพน้ำ วิธีเกษตรอินทรีย์ด้วยภูมิปัญญาท้องถิ่น ฟื้นฟูคุณภาพน้ำด้วยน้ำหมักชีวภาพ 3) การสร้างเครือข่ายภายในพื้นที่ สร้างความเข้มแข็งในกลุ่มชุมชนการบริหารจัดการน้ำเพื่อการอุปโภค - บริโภคอย่างทั่วถึง การให้ความรู้และมีส่วนร่วมในชุมชน
