Promotion Guidelines for Accessing to Social Security of Informal Labour: A Case Study of Street Vendors Group in Phranakhon District, Bangkok Province

Abstract

This article aimed to study the challenges and obstacles in accessing social security among street vendors in the Phra Nakhon district of Bangkok. This qualitative study employs the frameworks of social welfare, social security, and human security concepts as the research framework. The sample was street vendors from five designated areas, including Phraeng Nara road, Tani Road, Chak phet road Phahurat-Tri Phet road, Phahurat road near China World, Krai Si road and relevant officials from organizations such as the Social Security Office, Municipal Office, and the Department of Labour Protection and Welfare, as well as 38 total stakeholders. They was selected by A chain-referral sampling, the instrument for collecting data was including in-depth interviews and focus group discussions. Analysis data by Descriptive statistics and Content Analysis. The result of the study found that: The challenges and obstacles in accessing social security for informal workers, particularly street vendors, have persisted over a long period and are caused by various factors. These factors include personal ones, such as economic conditions, lack of knowledge, and disinterest in self-learning about social security access, as well as government-related factors, such as service quality, lack of economic stimulation, unequal welfare between formal and informal workers, and working conditions. Government regulations and policies both promote and create instability for street vending professions, leading to conflicting conditions that result in obstacles to accessing social security. Factors influencing access to social security for informal workers, particularly street vendors, include personal factors, health factors, motivational factors, and incentive factors. The challenges in accessing social security directly affect these influencing factors.
