Factors Affecting Local Administration in Nonthaburi Province

Abstract

          The purpose of this research article was to study 1) Direction and tendency for local government administration in the future 2) Various factors in local government administration 3) Local administrative level by conducting the study of local administration organization in Nonthaburi Province. This research uses mixed methods comprise of 1) quantitative study which data were collected from questionnaires with a sample of 400 administrators and personnel of the local government organizations. Data were analyzed using descriptive research statistics. 2) Qualitative research: Data were collected from executive interviews using open-ended, semi-structured questions with a sample of 5 organizational executives. Analyze and synthesize the content by taking the data from the interview to compile and present the data in a descriptive. 

         The results of the study revealed that: 1. Directions and trends in the future of local administration should have the following characteristics: 1) There is a decentralization and development of the administrative system of the local administrative organization that has continuous progress; 2) the form and structure of the local government organization should be flexible; 3) Local government organizations should increase their income; 4) There is an independent local administration system together with standards; 5) Government agencies should support and enhance the potential of local government organizations and have participate in the development of a strong civil society; 6) Providing opportunities for people in the area to propose local ordinances; 7) There are networks of local administrative organizations in various forms to increase the efficiency of local management; and 8) There is cooperation between various sectors in the administration of local government organizations. 2. Various factors in the local administration, it is found that the overall factors are important to the administration at a high level. Considering each factor, it was found that every factor is important to the organization management at a high level. Every factor Ranked according to the level of importance with the highest average value of the first top 3 found that leadership factors was highest priority with mean score 4.02; followed by Planning factors which has importance level with the mean score 3.98 and budget factor with importance level mean score 3.90; and 3. Local administrative level found that the management level according to the management principles of McKinsey 7-S Framework in local government Nonthaburi Province, in overall, is in a high level. When considered in each aspect, the aspect with the highest average value was strategic aspect; followed by the aspect of personnel; skills; structure; style of administration; system aspect; and common values respectively.
