Development of Internal Quality Assurance Model for Medium-Sized Schools under the Ratchaburi Primary Educational Service Area Office 2

Abstract

             This research aimed to 1) study the problems of internal educational quality assurance (IQA); 2) design and develop an Internal Educational Quality Assurance model; 3) evaluate the developed Internal Educational Quality Assurance model; 4) compare the results of implementing the Internal Educational Quality Assurance model; and 5) examine the outcomes of the model in terms of efficiency, effectiveness, and value. The sample consisted of 65 medium-sized schools under the Ratchaburi Primary Educational Service Area Office 2. Key informants were selected via purposive sampling, comprising 2 individuals per school, totaling 130 participants. Research instruments included questionnaires, model evaluation forms, experimental action plans, pre- and post-implementation assessment forms, and evaluation forms for efficiency, effectiveness, and utility. The content validity of the instruments was verified using the Index of Item-Objective Congruence (IOC) by 5 experts. Data were analyzed using percentage, mean, standard deviation, dependent t-test, and content analysis.
             The research results found that:
             1) The overall state of problems regarding internal quality assurance in medium-sized schools under the Ratchaburi Primary Educational Service Area Office 2 was at a high level. 2) The developed internal quality assurance model for medium-sized schools under the Ratchaburi Primary Educational Service Area Office 2 is the SUDE Model, consisting of Systematic Planning, Unified Implementation, Data-driven Monitoring and Evaluation, and Enhancement and Continuous Improvement. 3) The consistency index is at the level of 0.80-1.00. 4) The experimental results found that after the experiment, it was significantly higher than before the experiment at the statistical level of .01. 5) The results of using the model in terms of efficiency, effectiveness, and value were at the high level.
