Governance : Contexts and Approaches in Public Administration (in Thai)

Abstract

Governance has many approaches and implementations in the politics, government and administration which is occurring in every section and level both of governmental organizations and non-governmental organizations including of civil society. The different approaches of interpretation of meanings, concepts, processes, methods according to method and goal or outcome. Nevertheless, governance concepts and practices are dynamic relevant to context. These reasons make the significance of  governance and challenging to study in foundations of concepts and practices especially in public administration which is the important mechanism for creating the changes of public governance and creative society. This article is the survey of governance concepts in public administration that present in three parts; the first part is emergence of governance concepts in public administration, the second part is governance concepts as new governance in public administration and the third part is some debates of governance in public administration.

ธรรมาภิบาล: บริบทและมุมมองด้านการบริหารรัฐกิจ

ธรรมาภิบาลเป็นแนวคิดที่มีหลากหลาย แนวทางการศึกษาและนำไปสู่การปฏิบัติทั้งใน แวดวงทางการเมือง การปกครอง และการ บริหาร ซึ่งปรากฏอยู่ในทุกภาคส่วนและทุก  ระดับ ทั้งที่เป็นองค์การของรัฐและไม่ใช่องค์การ ของรัฐ รวมทั้งในภาคประชาสังคมการตีความ  ในเชิงความหมาย แนวคิด กระบวนการ และวิธีการสร้างธรรมาภิบาลในแต่ละแนวทางจึงต่างกันในด้านวิธีการเป้าหมายหรือผลลัพธ์ ทั้งนี้ ธรรมาภิบาลเป็นแนวคิดที่มีพลวัตอยู่เสมอและ การนำไปประยุกต์ใช้ขึ้นอยู่กับบริบท จึงทำให้ แนวคิดนี้มีความสำคัญและสร้างความท้าทาย  ต่อการศึกษาในรากฐานทางทฤษฎีและปฏิบัติโดยเฉพาะในประเด็นทางด้านการบริหารรัฐกิจ อันจะเป็นกลไกสำคัญต่อการสร้างการเปลี่ยนแปลงทางการบริหารภาครัฐและนำไปสู่สังคมที่สร้างสรรค์การพัฒนา บทความนี้เป็นบทสำรวจแนวคิดธรรมาภิบาลที่นำมาใช้ในการบริหาร  รัฐกิจ โดยจะนำเสนอในสามส่วน ประกอบด้วย ส่วนที่หนึ่งที่มาของ แนวคิดธรรมาภิบาลที่นำมาใช้ในการบริหารรัฐกิจ ส่วนที่สองแนวคิด ธรรมาภิบาลในฐานะกลไกใหม่ทางการบริหาร ส่วนที่สามข้อถกเถียง บางประการของธรรมาภิบาลที่นำมาใช้ในการบริหารรัฐกิจ
