“HUC Model” as the Integrative Model of Operation in Local Administration Organizations with Aparihaniyadhamma (in Thai)

Abstract

The topic of this article is “HUC Model”asthe integrative model of Operation in Local Administration Organizations with Aparihaniyadhamma is developed from   the research title of Intergrative of Management in Local Administration Organizations in Songkhla Province with Aparihaniyadhamma. It was found the knowledge for Managing in Local Administration Organizations by integrating Aparihaniyadhamma into the conceptual framework to drive the local missions. This article has  three academic issues that are 1) Local Administration Organizations and its management, 2) Knowledge in Aparihaniyadhamma and its relation to government and 3) The proposal of “HUC Model” as the integrative model of operation in Local Administration Organizations with   Aparihaniyadhamma.

Local Administration Organizations is beginning with decentralization in order to empower the local to be  self-government which is relevant to the response of the particularly area development. The local authority of the  missions is rather inclusively such as government, personal administration, budget administration and  public services for infrastructure, education, healthy and others. However,  each of Local Administration Organization has the different management and structure; thus, there are many problems operating in spite of using the same law. These are the reasons why take Aparihaniyadhamma which is the dhamma to prosperity for integrating in the local management. It consisted of seven characteristics were described briefly as follow: 1) to have a regular meeting for well-being together, 2) to start and finish meeting simultaneously for preserving good understanding, 3) not to prescribe anything that is not provided on the facts of condition, a learned skill, ability and virtue, 4) respect and worship the venerables  with the obedience of their good sayings, 5) to protect ladies and gentlemen able to do their duties without any obstrugles, 6) respect and worship the sacred things either great places or people as being done in the past or primitive traditions, and 7) to manage and protect the Arahants and other priests who are respected by the people in general. Local management was developed by using Aprihaniyadhamma integrated and it was called “HUC Model”. It consisted of three characteristics; H is Harmony, U is Unity and C is Completeness.

บทความเชิงวิชาการเรื่อง “HUC MODEL” รูปแบบการบูรณาการการดำเนินงานขององค์กร ปกครองส่วนท้องถิ่นด้วยหลักอปริหานิยธรรม เป็นการพัฒนามาจากส่วนหนึ่งของการวิจัย  เรื่อง บูรณาการการดำเนินงานตามแนวอปริหา นิยธรรมขององค์กรปกครองส่วนท้องถิ่นจังหวัด สงขลา ซึ่งได้ค้นพบองค์ความรู้ในการดำเนิน   งานขององค์กรปกครองส่วนท้องถิ่นที่มีการ  บูรณาการหลักธรรมอปริหานิยธรรมมาเป็น กรอบแนวคิดที่สำคัญในการขับเคลื่อนภารกิจ  ของท้องถิ่น บทความชิ้นนี้มีวัตถุประสงค์เพื่อ นำเสนอประเด็นทางวิชาการ 3 ประการ คือ 1) องค์การปกครองส่วนท้องถิ่นกับการดำเนินงานขององค์กรปกครองส่วนท้องถิ่น 2) ความรู้เกี่ยวกับหลักอปริหานิยธรรมและความสัมพันธ์ กับการปกครอง และ 3) การนำเสนอโมเดล “HUC MODEL” ที่เป็น รูปแบบของการบูรณาการการดำเนินงานขององค์กรปกครองส่วนท้อง ถิ่นด้วยหลักอปริหานิยธรรม

องค์กรปกครองส่วนท้องถิ่นเป็นองค์กรที่เกิดขึ้นมาตามหลัก การกระจายอำนาจเพื่อให้มีอำนาจในการบริหารจัดการท้องถิ่นของ ตนเองให้สอดคล้องกับความต้องการการพัฒนาเฉพาะของแต่ละพื้นที่ อำนาจหน้าที่ขององค์กรปกครองส่วนท้องถิ่นครอบคลุมเกือบทุกภารกิจ ได้แก่ ด้านการปกครอง การบริหารงานบุคคล การบริหาร งบประมาณ การให้บริการสาธารณะด้านต่างๆ เช่น ด้านโครงสร้าง พื้นฐาน การศึกษา สาธารณสุข และอื่นๆ ทั้งนี้องค์กรปกครองส่วน ท้องถิ่นแต่ละแห่งจะมีลักษณะบริหารจัดการไม่เหมือนกัน มีขนาด โครงสร้างไม่เหมือนกัน จึงทำให้มีปัญหาในการดำเนินงานขององค์กร ปกครองส่วนท้องถิ่นทั้งที่ใช้กฎหมายเดียวกัน จึงมีการนำหลักอปริหานิยธรรมมาบูรณาการในการทำงานท้องถิ่นอันเป็นหลักธรรมที่ นำไปสู่ความเจริญประกอบด้วย 7 ประการ ได้แก่ 1) หมั่นประชุมกันเนืองนิตย์ 2) พร้อมเพรียงกันประชุม พร้อมเพรียงกันเลิกประชุม  พร้อมเพรียงกันทำกิจที่พึงทำา 3) ไม่บัญญัติสิ่งที่ไม่บัญญัติไว้ 4) เคารพนับถือท่านเหล่านั้น เห็นถ้อยคำของท่านว่าเป็นสิ่งอันควรฟัง 5) บรรดากุลสตรีทั้งหลายให้อยู่ดีโดยมิถูกข่มเหง 6) เคารพสักการะ   บูชาเจดีย์ (ปูชนียสถานปูชนียวัตถุ และปูชนียบุคคล ตลอดจน อนุสาวรีย์ต่างๆ) และ 7) จัดให้มีการอารักขาคุ้มครองป้องกัน อัน    ชอบธรรมแก่อรหันต์ทั้งหลาย รวมทั้งบรรพชิตผู้ดำรงธรรมเป็นหลักของประชาชนทั่วไป โดยพัฒนาการดำเนินงานของท้องถิ่นเป็นรูปแบบ การดำเนินงานที่บูรณาการกับหลักอปริหานิยธรรม เรียกว่า “HUC MODEL” โดยมีองค์ประกอบ 3 ประการ ได้แก่ H คือ HARMONY หมายถึง สามัคคี U คือ UNITY หมายถึง เอกภาพ และ C คือ COMPLETENESS หมายถึง ความสมบูรณ์
