The Dimension of Budgeting during 2008–2012: A case study of the Ministry of Transportation (in Thai)

Abstract

The Objectives of this research are as follows: 1) to compare of transportation policies of Thai governments during the year 2008 with the year 2011; and 2) to compare budget management of Thai governments during the  year 2008 with the year 2011. The results of study can  be summarized as follows: 1) Thai governments both in the year 2008 and 2011 used the populist policy; 2) the   Thai government during the period 2011-2012 increasingly added up the budget for road construction under the Department of Highways and the Department of Rural Highways. 

มิติการจัดสรรงบประมาณรายจ่ายระหว่างปี พ.ศ.2551– 2555: กรณีศึกษากระทรวงคมนาคม

การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อ 1) ศึกษาเปรียบเทียบนโยบายด้านคมนาคมของ รัฐบาล ในช่วงปี พ.ศ. 2551 – 2553 กับนโยบาย รัฐบาล ในช่วงปี พ.ศ. 2554 – 2555 2) ศึกษาเปรียบเทียบการจัดสรรงบประมาณด้านการ คมนาคมในช่วงระยะเวลาข้างต้น ผลการศึกษา วิจัยพบว่า นโยบายรัฐบาลด้านคมนาคมของ รัฐบาลทั้ง 2 รัฐบาลเป็นลักษณะของนโยบาย ประชานิยม ส่วนงบประมาณที่ได้รับการจัดสรร เพื่อการลงทุนทั้ง 2 รัฐบาลได้จัดสรรมากที่สุด คือ กรมทางหลวง เมื่อเปรียบเทียบตัวเลข การจัดสรรงบประมาณ ผลพบว่ารัฐบาลช่วงปี พ.ศ. 2554 - 2555 ได้เพิ่มงบประมาณเพิ่มขึ้นใน ส่วนของการก่อสร้างถนน เช่น ของกรมทางหลวง และกรมทางหลวงชนบท
