Abstract

The purpose of this research paper. To study the level of opinions, comparison of opinions of personnel, problems, obstacles and suggestions. Methodology was the mixed methods. Findings of the research were as follows. by overall was at high level Considering each aspect was found that all aspects were at high levels In the following order The comparisons of opinions of personnel classified by personal factors, were found that personnel with different gender and monthly incomes had different opinions accepting the set research hypothesis. As for personnel with different age, educational level, work experiences did not have different opinions, rejecting the set hypothesis. The problems, obstacles were: Harmony between the community and the municipality Makes planning difficult Sufficiency economy planning is still too small. Recommendations were: give knowledge and understanding to personnel before operating everything.
