Abstract

Objectives of this research article were: 1. To study the public's level of legal awareness regarding building management laws in the World Heritage Area of the Historic City of Phra Nakhon Si Ayutthaya 2. To propose guidelines for promoting cooperation and enhance the efficiency of law enforcement regarding building management within the Historic City of Ayutthaya World Heritage, conducted by the quantitative research. The 400 samples were the people accommodated within the Phra Nakhon Si Ayutthaya World Heritage area using purposive sampling method. The research tool used questionnaires for data collection. Data analysis using descriptive statistics

The results of the research were found that the public's level of legal awareness regarding building management laws in the World Heritage Area of the Historical City of Phra Nakhon Si Ayutthaya, by overall, was at a moderate level, namely, Requesting permission to repair, amend, change, demolish, add on buildings in the area of an ancient site. Second is requesting permission to construct buildings in accordance with the Act on Ancient Monuments, Antiques, Objects of Art, and National Museums. Regulations of the Fine Arts Department regarding criteria and methods for requesting permission to construct buildings or to carry out any activity in the area of the Phra Nakhon Si Ayutthaya archaeological site, B.E. 2566, within the area of the ancient site. and the lowest average was in the application for building permission, respectively. 2. Key guidelines were proposed, consisting of: establishing a joint public committee to co-formulate regulations and monitor construction; proactively raising legal awareness through education and incentives for law abiders; and shifting the government's role from a controller to a design consultant for building plans. A sustainable World Heritage legal awareness model focused on consensus-building was developed through public participation components to enhance the efficiency of building management law enforcement and to promote the management of the Historic City of Ayutthaya World Heritage site, balancing urban growth with the sustainable preservation of its Outstanding Universal Value (OUV).
