INCLUSIVE PRIMARY EDUCATION IN THE AI ERA: POLICY IMPLEMENTATION IN A DISRUPTIVE WORLD

This academic article aimed to analyze inclusive education in primary schools in the era of artificial intelligence (AI) under a disruptive global context and to propose policy implementation approaches. The study employed a literature review to synthesize key concepts, including inclusive education, AI in education, VUCA/BANI world perspectives, and policy implementation. The findings revealed that although Thai educational policies emphasize equity and the integration of technology to enhance educational quality, practical implementation at the school level still faces challenges, particularly in terms of teacher readiness, resource limitations, and support systems. These challenges contribute to a gap between policy intentions and actual practices. At the same time, AI has significant potential to support personalized learning and enhance inclusive education by addressing diverse learner needs. However, its effectiveness depends on appropriate policy design and ethical implementation. The article proposed a multi-level policy framework encompassing macro (policy), meso (school), and micro (teacher) levels. It emphasized the use of AI as a tool to promote educational equity, the development of teacher competencies, and the establishment of flexible support systems. Furthermore, policy implementation must be adaptive to the rapidly changing global context while ensuring fairness, inclusivity, and ethical use of technology to ensure the effective and sustainable development of the inclusive education system.
