Abstract

          This article aims to debate on the construction of “Coming back to develop country” Ideology in Development and Promotion of Science and Technology Talents (DPST) program, organized by The Institute for the Promotion of Teaching Science and Technology (IPST). By using historical methods, the study resulted that “Coming back to develop country” Ideology had been inculcated to shape scholars’ consciousness. The Ideology was (and is) emphasized in order to achieve DPST’s purpose, which is to generate a number of scientists to serve an expanding industrial sector and economic structural adjustment between 1977-1986. However, the stakeholders of DPST program consider the problem as only individual mistakes while structural conflict in the management of science scholarships has been distorted by the consecutive ideological reproduction.
