การจัดการเครือข่ายในกระบวนการนโยบายสาธารณะ

Abstract

บทความทางวิชาการนี้ เป็นบทสำรวจและสังเคราะห์องค์ความรู้เกี่ยวกับการจัดการเครือข่ายในกระบวนการนโยบายสาธารณะ ซึ่งเป็นแนวคิดการจัดการแบบใหม่และมีความสำคัญมากขึ้นในการจัดการภาครัฐที่มีผลต่อความสำเร็จในกระบวนการนโยบายสาธารณะ โดยมีวัตถุประสงค์เพื่อการนำเสนอความรู้ความเข้าใจในแนวคิดการจัดการเครือข่ายในกระบวนการนโยบายสาธารณะ เพื่อให้การบริหารจัดการสาธารณะมีประสิทธิภาพ และเกิดประโยชน์สาธารณะสูงสุดตรงตามเป้าหมายการจัดการของภาครัฐ

ด้วยบริบทการเปลี่ยนแปลงของสังคม ภาครัฐจำเป็นต้องมีการปรับเปลี่ยนกลไกทางการบริหารจากการเป็นรัฐรวมศูนย์เป็นรัฐที่มีการกระจายอำนาจสู่สังคมเพื่อร่วมกันจัดการภาคสาธารณะมากขึ้นในหลายลักษณะ โดยเฉพาะอย่างยิ่งการจัดการนโยบายสาธารณะในเชิงเครือข่าย ซึ่งแนวคิดการจัดการเครือข่ายนับเป็นกลยุทธ์ทางการจัดการความร่วมมือเพื่อการจัดการกิจการสาธารณะของภาครัฐ อันเป็นการลดความเสี่ยงของการจัดการภาครัฐแต่ทั้งนี้การจัดการเครือข่ายไม่ได้ดำเนินการได้โดยง่าย เนื่องจากมีประเด็นปัญหาที่สำคัญต่อการจัดการภาครัฐ โดยเฉพาะอย่างยิ่งปัญหาทางด้านการจัดการเครือข่าย ซึ่งรัฐจะต้องให้ความสำคัญในด้านรัฐกำกับหรือรัฐจัดระเบียบ (Regulation State) การสร้างความร่วมมือ(Collaboration Network) การสร้างทีมงาน (Team Working) การสร้างภาวะผู้นำ(Leadership) และการเจรจาต่อรอง (Negotiation)

Network Governance in Public Policy Processes

This essay surveyed and synthesized the knowledge of the network governance concepts in public policy processes which is new governance and become more important for public administration to achieve of public policy processes. Its objective is to present the knowledge and understanding of the network governance concepts in public policy processes developed for efficiency and maximum profit for public interest as the public administration purpose.

With the changing of social contexts, state has to adapt some of administrative apparatuses from central state to decentralized state to society in order to collective action in public policy. Especially, the network governance in public policy processes which is the strategy of collaboration network management for declining the risks of the state governing. However, network governance is not easy for managing, governance have to intend the concepts for network governance are as the regulation state, collaboration network, team working, leadership and negotiation.
