การพัฒนารูปแบบการบริหารสถานศึกษาสังกัดองค์การบริหารส่วนจังหวัด

Abstract

บทคัดย่อ

การวิจัยครั้งนี้มีจุดมุ่งหมายเพื่อพัฒนารูปแบบการบริหารสถานศึกษาสังกัดองค์การบริหารส่วนจังหวัด และดำเนินการวิจัยมี 3 ขั้นตอนดังนี้ 1) การศึกษาสภาพการบริหารสถานศึกษาสังกัดองค์การบริหารส่วนจังหวัด โดยใช้วิธีพหุกรณีศึกษา 2) การสร้างรูปแบบการบริหารสถานศึกษาสังกัดการบริหารส่วนจังหวัด โดยการสนทนากลุ่มผู้ทรงคุณวุฒิ 3) การประเมินรูปแบบการบริหารสถานศึกษาสังกัดองค์การบริหารส่วนจังหวัด โดยใช้แบบสอบถามประเมินความเป็นไปได้และความเป็นประโยชน์ ผลการวิจัยพบว่า

1. ผลการศึกษาสภาพการบริหารสถานศึกษาสังกัดองค์การบริหารส่วนจังหวัด พบว่า สถานศึกษาที่มีการปฏิบัติเป็นแบบอย่าง มีรูปแบบการบริหารสถานศึกษาสอดคล้องกับองค์ประกอบของการบริหารคุณภาพองค์การทั้ง 7 องค์ประกอบ ได้แก่ 1) ภาวะผู้นำกับองค์ประกอบของการบริหารคุณภาพองค์การ 2) การวางแผนกลยุทธ์ 3) การมุ่งเน้นผู้ปกครองและผู้ที่เกี่ยวข้อง 4) การจัดการสารสนเทศ 5) การมุ่งเน้นทรัพยากรบุคคล 6) การบริหารวิชาการ และ 7) การบริหารทั่วไป

2. ผลการสร้างรูปแบบการบริหารสถานศึกษาสังกัดองค์การบริหารส่วนจังหวัดความเหมาะสมมีองค์ประกอบ 4 องค์ประกอบ ดังนี้ 1) บริบทของสถานศึกษา 2) ปัจจัยนำเข้า (บุคลากร/องค์คณะบุคคล งบประมาณ และสิ่งอำนวยความสะดวก) 3) กระบวนการ (การนำองค์การ การวางแผนกลยุทธ์ การมุ่งเน้นนักเรียนและผู้ปกครอง การมุ่งเน้นครูและบุคลากร การบริหารจัดการที่ดี และการจัดการสารสนเทศและการจัดการความรู้) และ 4) ผลผลิต

3. ผลการประเมินรูปแบบการบริหารสถานศึกษาสังกัดองค์การบริหารส่วนจังหวัด พบว่า รูปแบบมีความเป็นไปได้และมีความเป็นประโยชน์ ระดับมากที่สุด ทั้งรูปแบบโดยภาพรวม และเมื่อพิจารณาเป็นองค์ประกอบ และองค์ประกอบย่อยของรูปแบบ

Abstract

This research aimed at developing an administrative model for schools under the provincial administrative organization. The research was divided into 3 procedures; 1) The studying the conditions affecting the development of school administration among the schools under the provincial administration organization and by collecting data with multi case study from 3 best practice schools 2) The formulating the administrative model for schools under the provincial administrative organization and by meeting of expert focus group discuss 3) The evaluating of the feasibility and utility of the model. The findings were as follows:

1. The condition of best practice schools selected had a pattern management styles relevantly with components of qualitative management: 1) Administrator’s Leadership.

2) Strategic Planning 3) The consideration of parents and stakeholders 4) Information technology management 5) Human Resource Focus 6) Academic Management and 7) General Management.

2. The Model of school Administration developed were consisted of 4 Key components 1) Context of school 2) Inputs (person/ committees/ budget and facilities) 3) Processes (Administrator’s Leadership, Strategic Planning, The consideration of Students and Parent, Human Resource Fours, Good Management, Information technology Management and knowledge Management) 4) output and 5) Feedback.

3. The result of Model evaluating was a high level in both of feasibility and utility at over all of Model, including key components and sub components.
