บทคัดย่อ

การวิจัยนี้เป็นการวิจัยและพัฒนา มีวัตถุประสงค์เพื่อพัฒนากลยุทธ์การบริหารงานวิชาการของวิทยาลัย เทคนิค สังกัดสำนักงานคณะกรรมการการอาชีวศึกษา วิธีดำเนินการวิจัยมี 3 ขั้นตอน คือ 1) การศึกษาสภาพแวดล้อมและแนวทางการบริหารงานวิชาการของวิทยาลัย เทคนิค สังกัดสำนักงานคณะกรรมการการอาชีวศึกษา จากกลุ่มตัวอย่างที่เป็นผู้อำนวยการ รองผู้อำนวยการฝ่ายวิชาการ หัวหน้าแผนกวิชาและหัวหน้างาน จำนวน 327 คนและการสัมภาษณ์ผู้ทรงคุณวุฒิ จำนวน 6 คน 2) ยกร่าง กลยุทธ์การบริหารงานวิชาการของวิทยาลัยเทคนิค สังกัดสำนักงานคณะกรรมการการอาชีวศึกษา โดยนำข้อมูลจากขั้นตอนที่ 1 และตรวจสอบความเหมาะสมของกลยุทธ์ด้วยการสนทนากลุ่ม ผู้ทรงคุณวุฒิจำนวน 9 คน 3) การประเมินกลยุทธ์การบริหารงานวิชาการของวิทยาลัยเทคนิค สังกัดสำนักงานคณะกรรมการการอาชีวศึกษา โดยกลุ่มตัวอย่างเป็นผู้อำนวยการและรองผู้อำนวยการฝ่ายวิชาการ รวมจำนวน 140 คน ผลการวิจัยพบว่า

1. สภาพแวดล้อมและแนวทางการบริหารงานวิชาการของวิทยาลัยเทคนิคพบว่า 1) ควรบูรณาการหลักสูตรการเรียนการสอนให้เหมาะกับความต้องการของชุมชน 2) ควรพัฒนาศูนย์การเรียนรู้ด้วยตนเอง ระบบการศึกษาทางไกลและแหล่งเรียนรู้โดยขยายฐานเครือข่ายการเรียนรู้ 3) ควรจัดระบบทดสอบมาตรฐานและเทียบโอนประสบการณ์วิชาชีพให้ได้มาตรฐานสากลและจัดทำคลังข้อสอบ 4) ควรส่งเสริมครูให้นำกระบวนการวิจัยมาใช้พัฒนาผู้เรียนและพัฒนาต่อยอด 5) ควรพัฒนาระบบการนิเทศและหลักสูตรการนิเทศ จัดกิจกรรมนิเทศและสร้างภาคีเครือข่ายการนิเทศ 6) ส่งเสริมครูให้จัดกิจกรรมพัฒนาการจัดการเรียนรู้โดยเน้นผู้เรียนเป็นสำคัญและสร้างกลไกการบริหารจัดการที่เป็นระบบ

2. กลยุทธ์การบริหารงานวิชาการของวิทยาลัยเทคนิค สังกัดสำนักงานคณะกรรมการการอาชีวศึกษา ประกอบด้วย 6 ยุทธศาสตร์ ได้แก่ 1) พัฒนาการบริหารงานหลักสูตรการเรียนการสอนให้มีประสิทธิภาพ 2) พัฒนาคุณภาพระบบเครือข่ายการเรียนรู้ สื่อนวัตกรรมและเทคโนโลยีสารสนเทศ 3) เพิ่มประสิทธิภาพระบบทดสอบมาตรฐานวิชาชีพและเทียบโอนประสบการณ์ 4) ปรับปรุงประสิทธิภาพงานวิจัยเพื่อพัฒนาคุณภาพการเรียนการสอน 5) เพิ่มคุณภาพการพัฒนางานนิเทศการศึกษา 6) เร่งรัดพัฒนาการจัดการเรียนรู้ให้มีประสิทธิภาพ โดยมี 24
กลยุทธ์หลัก 56 กลยุทธ์ย่อย 174 มาตรการ และผู้ทรงคุณวุฒิมีความเห็นว่ากลยุทธ์การบริหารงานวิชาการของวิทยาลัยเทคนิค สังกัดสำนักงานคณะกรรมการการอาชีวศึกษามีความเหมาะสม

3. การประเมินกลยุทธ์การบริหารงานวิชาการของวิทยาลัยเทคนิค สังกัดสำนักงานคณะกรรมการการอาชีวศึกษามีความเป็นไปได้ในการนำไปใช้อยู่ในระดับมาก

Abstract

The research, characterized as research and development, aimed at developing strategies for academic affairs management in technical colleges under the Office of the Vocational Education. The procedure followed 3 steps: 1) surveying the contexts and ways of academic administration from the sample of directors, vice-directors, totaling 327, and interviewing 6 experts of vocational education. 2) drafting the strategies for academic affairs in technical colleges and validating it through group discussion of 9 experts, and 3) evaluating the constructed model by the sample of 140 directors and vie-directors of the technical colleges. Here are the research findings:

1. The results of studying contexts and ways of academic affairs management of technical colleges suggests: 1) instructional curricula should be integrated to meet the needs of communities. 2) centers for self-inquiring, distant learning, sources of learning should be developed through the expansion of networks. 3) testing system and management of credits transfers of work experience and test banks should be created and developed to meet international standards. 4) teachers’ research for learners’ development as well as for knowledge creation should be promoted. 5) supervision system, supervision curriculum, activities and networks should be promoted, and 6) teachers’ child-centered learning activities should be promoted and mechanisms of systematic management constructed.

2. The strategies developed for academic affairs management in technical colleges consist of 6 strategic issues: 1) the development of effective curricula and instruction 2) the development of quality of network system for learning media, innovations and information technology. 3) promoting the efficiency of testing system and management of credits transfers of work experience. 4) promoting supervision system supervision curriculum, activities and networks 5) promoting the development of supervision system. 6) developing teachers’ child-centered learning management with overall 24 principal strategies, and 56 tactics and 174 procedures. In validating the model, the experts concurred in their opinions that the strategies for academic affairs management in technical colleges were appropriate.

3. The strategies developed for academic affairs management in technical colleges were evaluated at a high level of practicality.
