Abstract
The purposes of this research were 1) study the needs, environment and guidelines for promoting the educational quality development of small-sized schools of the Primary Educational Service Area Office 2) create strategies for promoting the educational quality development of small-sized schools of the Primary Educational Service Area Office 3) evaluate the feasibility and usefulness of strategies. The research methodology is divided into 3 steps as follows: Step 1: A study of the needs, the environment and guidelines for promoting the educational quality development of small-sized schools of the Primary Educational Service Area Office, by using questionnaires and interviews, Step 2: Creating strategies for promoting the educational quality development of small-sized schools of the Primary Educational Service Area Office by using questionnaires and step 3: Feasibility assessment and usefulness of strategies by focus group discussion. The findings are as follows: found that, the overall need of resource mobilization were the most necessary needs index. Considering the internal environment, strengths factors were exceed than weakness. The external environment, obstacles factors were higher than the opportunities. Guidelines for the promotion of educational quality development of small-sized schools of the Primary Educational Service Area Office in 6 areas total 271 guidelines. The strategies to encourage the educational quality development of small-sized schools of the Primary Education Service Area Office consisted of 5 strategic issues; divided into 19 strategies, 64 measures and 73 indicators as shown below. As for the results of the strategies evaluation, found that there is a feasibility and usefulness are at a high level.
