บทคัดย่อ
การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อ 1) ศึกษาความต้องการจำเป็น สภาพแวดล้อม และแนวทางการส่งเสริมการพัฒนาคุณภาพการศึกษาโรงเรียนขนาดเล็ก ของสำนักงานเขตพื้นที่การศึกษาประถมศึกษา 2) สร้างกลยุทธ์การส่งเสริมการพัฒนาคุณภาพการศึกษาโรงเรียนขนาดเล็ก ของสำนักงานเขตพื้นที่การศึกษาประถมศึกษา 3) ประเมินความเป็นไปได้และความเป็นประโยชน์ของ กลยุทธ์ วิธีดำเนินการวิจัย 3 ขั้นตอน ดังนี้ ขั้นตอนที่ 1 การศึกษาความต้องการจำเป็น สภาพแวดล้อม และแนวทางการส่งเสริมการพัฒนาคุณภาพการศึกษาโรงเรียนขนาดเล็ก ของสำนักงานเขตพื้นที่การศึกษาประถมศึกษา โดยใช้แบบสอบถามและการสัมภาษณ์ ขั้นตอนที่ 2 การสร้างกลยุทธ์การส่งเสริมการพัฒนาคุณภาพการศึกษาโรงเรียนขนาดเล็ก ของสำนักงานเขตพื้นที่การศึกษาประถมศึกษา โดยการสนทนากลุ่ม และขั้นตอนที่ 3 การประเมินความเป็นไปได้และความเป็นประโยชน์ของกลยุทธ์ โดยใช้แบบสอบถาม ผลการวิจัย พบว่า ความต้องการจำเป็นในภาพรวม ด้านการระดมทรัพยากร มีดัชนีความต้องการจำเป็นมากที่สุด สภาพแวดล้อมภายใน มีปัจจัยที่เป็นจุดแข็งมากกว่าจุดอ่อน สภาพแวดล้อมภายนอกมีปัจจัยที่เป็นอุปสรรคมากกว่าโอกาส แนวทางการส่งเสริมการพัฒนาคุณภาพการศึกษาโรงเรียนขนาดเล็ก ของสำนักงานเขตพื้นที่การศึกษาประถมศึกษาใน 6 ด้าน รวม 271 แนวทาง กลยุทธ์การส่งเสริมการพัฒนาคุณภาพการศึกษาโรงเรียนขนาดเล็ก ของสำนักงานเขตพื้นที่การศึกษาประถมศึกษา ประกอบด้วย 5 ประเด็นกลยุทธ์ 19 กลยุทธ์ 64 มาตรการ และ 73 ตัวชี้วัด ส่วนผลการประเมินกลยุทธ์ พบว่า มีความเป็นไปได้และความเป็นประโยชน์อยู่ในระดับมาก
