กลยุทธ์การพัฒนาทักษะนักศึกษาช่างอุตสาหกรรม มหาวิทยาลัยราชภัฏกลุ่มภาคเหนือตอนล่าง สู่การเป็นประชาคมอาเซียน

Abstract

บทคัดย่อ

        การวิจัยมีวัตถุประสงค์เพื่อสร้างกลยุทธ์การพัฒนาทักษะนักศึกษาช่างอุตสาหกรรม มหาวิทยาลัยราชภัฏกลุ่มภาคเหนือตอนล่าง สู่การเป็นประชาคมอาเซียน โดยแบ่งวิธีการดำเนินการวิจัยเป็น 5 ขั้นตอน คือ 1) ศึกษาทักษะช่างอุตสาหกรรมโดยการวิเคราะห์เอกสาร การสัมภาษณ์และประเมินทักษะช่างอุตสาหกรรมจากนักวิชาการ ผู้เชี่ยวชาญและผู้ทรงคุณวุฒิ 2) ศึกษาสภาพทักษะนักศึกษาช่างอุตสาหกรรมโดยการสอบถามและการสัมภาษณ์ผู้บริหารหรืออาจารย์ผู้สอน 3) ศึกษาสภาพ ปัญหาและปัจจัยที่เกี่ยวข้องกับการพัฒนานักศึกษาช่างอุตสาหกรรมโดยการสอบถามและการสัมภาษณ์ผู้บริหารหรืออาจารย์ผู้สอน 4) ประชุมเชิงปฏิบัติการเพื่อวิเคราะห์สภาพแวดล้อม และการยกร่างกลยุทธ์และการสัมมนาอิงผู้เชี่ยวชาญ และ 5) การประเมินกลยุทธ์โดยผู้ทรงคุณวุฒิ ผลการวิจัยพบว่า กลยุทธ์การพัฒนาทักษะนักศึกษาช่างอุตสาหกรรม มหาวิทยาลัยราชภัฏกลุ่มภาคเหนือตอนล่าง สู่การเป็นประชาคมอาเซียนที่พัฒนาขึ้น ประกอบด้วย 15 กลยุทธ์ ดังนี้ 1) เร่งพัฒนาระบบและกลไกในการสร้างเครือข่ายความร่วมมือทางวิชาการและวิชาชีพกับหน่วยงานที่เกี่ยวข้องทั้งภายในประเทศและในกลุ่มประเทศอาเซียน 2) เร่งแสวงหาเครือข่ายความร่วมมือในการผลิตบัณฑิตช่างอุตสาหกรรมกับหน่วยงานที่เกี่ยวข้องทั้งภายในประเทศและในกลุ่มประเทศอาเซียน 3) เร่งดำเนินการจัดกิจกรรมความร่วมมือในการพัฒนาทักษะนักศึกษาช่างอุตสาหกรรมอย่างเป็นรูปธรรม 4) เร่งพัฒนาทักษะทางด้านความรู้ให้แก่นักศึกษาเพื่อให้มีความเข้าใจในมาตรฐานวิชาชีพทางช่างอุตสาหกรรม 5) เร่งพัฒนาทักษะทางด้านความสามารถให้แก่นักศึกษาเพื่อให้เกิดความชำนาญในการปฏิบัติงานทางช่างอุตสาหกรรม 6) ส่งเสริมการพัฒนาทักษะด้านสติปัญญา อารมณ์ คุณธรรม จริยธรรม รวมทั้งการสร้างจิตสำนึกและมีทัศนคติที่ดีต่อการทำงานให้แก่นักศึกษา เพื่อให้มีความรับผิดชอบต่อสังคม 7) เร่งพัฒนา ทักษะพิสัยให้แก่นักศึกษาเพื่อให้เกิดความชำนาญเฉพาะทางในงานทางช่างอุตสาหกรรม 8) เร่งพัฒนาหลักสูตรการสอนที่หลากหลายให้ตรงต่อความต้องการของตลาดแรงงาน มีคุณภาพระดับสากล เพื่อรองรับการเป็นศูนย์กลางด้านการศึกษาของอาเซียน 9) เร่งพัฒนาระบบและกลไกในการเทียบโอนผลการเรียนหรือการแลกเปลี่ยนเรียนรู้ของนักศึกษาในกลุ่มประเทศอาเซียน 10) เร่งพัฒนาอาจารย์และบุคลากรสายสนับสนุนให้มีความรู้ ความสามารถทักษะทางวิชาชีพในการจัดการเรียนการสอนเชิงบูรณาการ คุณวุฒิทางการศึกษาหรือตำแหน่งทางวิชาการ 11) พัฒนาอาจารย์ด้านการจัดการเรียนการสอนเชิงบูรณาการงานวิจัย การบริการวิชาการและศิลปวัฒนธรรม 12) ส่งเสริมการบูรณาการในการพัฒนาทักษะนักศึกษาเข้ากับพันธกิจ การวิจัย การบริการวิชาการ และศิลปวัฒนธรรมกับการเรียนการสอน 13) เร่งสนับสนุนทรัพยากรในการบริหารจัดการเพื่อพัฒนาทักษะนักศึกษาช่างอุตสาหกรรม 14) ผลักดันการดำเนินการตามแผนพัฒนาทักษะนักศึกษาช่างอุตสาหกรรมอย่างต่อเนื่อง และ 15) พัฒนาระบบการกำกับติดตามประเมินผลการพัฒนาทักษะนักศึกษาช่างอุตสาหกรรมอย่างต่อเนื่อง

Abstract

        The purposes of this research were to strategies for developing the skills of industry students in Lower North Rajabhat Universities to ASEAN community. The research method was divided into 5 step: 1) to study industrial skills by documentary analysis, interview and assessment Industrial skills from academic, experts, and luminaries, 2) to study conditions the skills of industry students by questionnaire and administration or instructors interview, 3) to study conditions, problems, and factors associated with the development of the students by questionnaires and administration or instructors interview, 4) the workshop for environment analysis, the workshop to set up the draft of strategies and connoisseurship, and 5) the assessment of the quality of the strategies by luminaries. The results of the research revealed that: The strategies for developing the skills of industry students in Lower North Rajabhat Universities to ASEAN community consisted of 15 strategies: 1) speeding the development systems and mechanisms to create a collaborative network of academic and professional agencies of both domestic and ASEAN, 2) speeding the cooperation network in producing graduates industrial entities involved of both domestic and ASEAN, 3) speeding the implementation of cooperation activities to develop the skills students industrial substantial, 4) speeding the development of the knowledge to the students to understand the professional standards of industrial, 5) speeding the development of the ability to the students to achieve the proficiency in the practice of industrial, 6) promoting skills development including the intellectual, emotional, moral, ethical awareness and a positive attitude towards the work of the students, in order to have social responsibility, 7) speeding the development of the psychomotor skills to students to achieve specialization in the field of industrial, 8) speeding the growth of a diverse curriculum to meet the needs of the labor market, international quality for a center devoted to the study of ASEAN, 9) speeding the development systems and mechanisms for the transfer of learning or the learning of students in the ASEAN region, 10) speeding the development of faculty and staff to have knowledge, the professional skills of the teaching and learning of integration with education or academic positions, 11) staff the development for integrated teaching research academic services and culture, 12) promote the integration of students with the skills to develop a research mission academic services, and arts cultures to teaching, 13) supporting the  resource management in order to develop the students industrial skills, 14) implementation of the plan develops student Industrial continually, and 15) develop a system of monitoring and evaluating student skills development Industrial continuously.
