THE NEEDS ASSESSMENT FOR IMPLEMENTING THE NATIONAL EDUCATION PLAN B.E. 2560 - 2579 IN THE LOWER NORTHERN PROVINCIAL CLUSTER

Abstract
The needs assessment for implementing the National Education Plan B.E. 2560-2579 in the lower northern provincial cluster aimed to prioritize the essential operational requirements. The sample group consisted of 100 school administrators, 150 teachers, and 130 personnel working in the lower northern region, totally 380 respondents. Data were collected using questionnaires and analyzed using frequency statistics, percentages, means, and standard deviation. The PNImodified technique and matrix analysis were employed to rank the needs. The research findings reveal that the top three essential needs are as follows: Strategy 1: Education management for social and national security (0.459), Strategy 5: Education management to enhance quality of life in an environmentally friendly manner (0.456), and Strategy 4: Creating opportunities, equality, and educational equity (0.442). Additionally, the matrix analysis results show that the performance in all areas is below the expected standard.
