บทคัดย่อ
การประเมินความต้องการจำเป็นในการดำเนินการตามแผนการศึกษาแห่งชาติ พ.ศ. 2560-2579 กลุ่มจังหวัดภาคเหนือตอนล่าง มีวัตถุประสงค์เพื่อจัดลำดับความต้องการจำเป็นการดำเนินการตามแผนการศึกษาแห่งชาติ พ.ศ. 2560-2579 กลุ่มจังหวัดภาคเหนือตอนล่าง กลุ่มตัวอย่าง ประกอบด้วย ผู้บริหารสถานศึกษา จำนวน 100 คน ครูผู้สอน จำนวน 150 คน และบุคลากรที่ปฏิบัติงานภายใต้กลุ่มจังหวัดภาคเหนือตอนล่าง จำนวน 130 คน รวมทั้งสิ้น 380 คน เก็บรวบรวมข้อมูลด้วยแบบสอบถาม วิเคราะห์ข้อมูลด้วยสถิติค่าความถี่ ร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน ใช้เทคนิค PNImodified ในการจัดลำดับของ
ความต้องการจำเป็น และการวิเคราะห์เมทริกซ์ (Matrix Analysis) ผลการวิจัย พบว่า ความต้องการจำเป็น 3 ลำดับแรก ได้แก่ ยุทธศาสตร์ที่ 1 การจัดการศึกษาเพื่อความมั่นคงของสังคมและประเทศชาติ (0.459) ยุทธศาสตร์ที่ 5 การจัดการศึกษาเพื่อสร้างเสริมคุณภาพชีวิตที่เป็นมิตรกับสิ่งแวดล้อม (0.456) ยุทธศาสตร์ที่ 4 การสร้างโอกาส ความเสมอภาค และความเท่าเทียมทางการศึกษา (0.442) ตามลำดับ และผลการวิเคราะห์เมทริกซ์ พบว่า การดำเนินการต่ำกว่าที่ควรจะเป็นทุกด้าน
