Abstract

บทคัดย่อ

        การวิจัยเรื่องนี้มีวัตถุประสงค์เพื่อ 1) ศึกษาสภาพ ปัญหาและปัจจัยที่เกี่ยวข้องกับการดำเนินงานระบบดูแลช่วยเหลือนักเรียนของสถานศึกษา 2) พัฒนากลยุทธ์การพัฒนาการดำเนินงานระบบดูแลช่วยเหลือนักเรียนของสถานศึกษา และ 3) ประเมินกลยุทธ์การพัฒนาการดำเนินงานระบบดูแลช่วยเหลือนักเรียนของสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษา เขต 41 ดำเนินการเก็บรวบรวมข้อมูลโดยใช้แบบสอบถาม การสัมภาษณ์แบบมีโครงสร้าง การประชุมเชิงปฏิบัติการ การสัมมนาอิงผู้เชี่ยวชาญและใช้แบบประเมินกลยุทธ์ วิเคราะห์ข้อมูลโดยใช้ค่าความถี่ ค่าร้อยละ
ค่าเฉลี่ย ค่าเบี่ยงเบนมาตรฐาน และการวิเคราะห์เนื้อหา

        ผลการวิจัยพบว่า

        1. สภาพ ปัญหาและปัจจัยที่เกี่ยวข้องกับการดำเนินงานระบบดูแลช่วยเหลือนักเรียนของสถานศึกษาสังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษา เขต 41 สรุปผลได้ดังนี้

          1.1 สภาพการดำเนินงานระบบดูแลช่วยเหลือนักเรียนของสถานศึกษา พบว่า สถานศึกษาส่วนใหญ่ มีการวางแผนพัฒนา มีการจัดโครงสร้างการดำเนินงาน มีการแต่งตั้งคณะกรรมการดำเนินการ และมีการดำเนินงานตามระบบดูแลช่วยเหลือนักเรียนครอบคลุมทั้ง 5 ด้านและมีการติดตามประเมินผลระบบดูแลช่วยเหลือนักเรียนเป็นขั้นตอน

          1.2 ปัญหาการดำเนินงานระบบดูแลช่วยเหลือนักเรียนของสถานศึกษา พบว่า สถานศึกษาส่วนใหญ่ยังขาดการนำข้อมูลสารสนเทศของระบบดูแลช่วยเหลือนักเรียนมาใช้และส่งเสริมการมีส่วนร่วมในการจัดทำแผนการดำเนินงานระบบดูแลช่วยเหลือน้อย บุคลากรได้รับการส่งเสริมให้จัดกิจกรรมส่งเสริมป้องกันและแก้ไขปัญหานักเรียนน้อย กิจกรรมต่างๆที่จัดขึ้นไม่หลากหลายและสนองตอบความต้องการของผู้เรียน การติดตามประเมินผลและการนิเทศระบบดูแลช่วยเหลือนักเรียนยังไม่ค่อยมีประสิทธิภาพ ขาดการส่งเสริมการแลกเปลี่ยนเรียนรู้และเชิดชูเกียรติ

          1.3 ปัจจัยที่เกี่ยวข้องกับการดำเนินงานระบบดูแลช่วยเหลือนักเรียนของสถานศึกษา พบว่า มีปัจจัยภายใน 5 ด้าน ประกอบด้วย 1) ด้านผู้บริหาร 2) ด้านบุคลากร 3) ด้านงบประมาณ 4) ด้านวัสดุอุปกรณ์ และ 5) ด้านการจัดการ ส่วนปัจจัยภายนอก 4 ด้าน ประกอบด้วย 1) ด้านการเมือง/กฎหมาย 2) ด้านเศรษฐกิจ 3) ด้านสังคมและวัฒนธรรม 4) ด้านเทคโนโลยี

        2. กลยุทธ์การพัฒนาการดำเนินงานระบบดูแลช่วยเหลือนักเรียนของสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษา เขต 41 ประกอบด้วย 1 วิสัยทัศน์ 4 พันธกิจ 4 เป้าประสงค์ 4 ประเด็นกลยุทธ์ 7 กลยุทธ์ 17 ตัวชี้วัดและ 34 มาตรการ

        3. ผลการประเมินกลยุทธ์การพัฒนาการดำเนินงานระบบดูแลช่วยเหลือนักเรียนของสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษา เขต 41 พบว่า วิสัยทัศน์ พันธกิจ เป้าประสงค์ ประเด็นกลยุทธ์ กลยุทธ์ ตัวชี้วัดและมาตรการ มีความสอดคล้อง ความเหมาะสมและความเป็นไปได้อยู่ในระดับมาก ส่วนความเป็นประโยชน์อยู่ในระดับมากที่สุด

Abstract

        The purposes of this research were 1) to study states, problems and factors related to student supporting system of schools, 2) to develop the strategies the student supporting system of schools, 3) to assess the strategies of schools under Secondary Educational Service Area Office 41. Data were collected by questionnaire, structured interview form, workshop, connoisseurship and strategies assessment form. The data were analyzed through the applications of percentage, mean, standard deviation, and content analysis.

        The findings could be summarized as follows:

        1. States, problems, and factors related to student supporting system of schools under Secondary Educational Service Area Office 41 were as follows:

          1.1 The conditions of student supporting system strategies of school, was found that the most schools develop the planning a structured educational supporting system for concerning about students. The director will set the committee for students support system, and to follow up an evaluation process of student supporting system step by step.

          1.2 The problems of student supporting system  strategies of school, were found that most of schools were not use information data about the students supporting system to improve the strategies research the participation of the school because only few schools have participate or join with this problem. Another problem is the head of the school did not encourage to organize the activities to encouraged them. The promoting the person for set only few activities to encouraged and to solve the problem. There are varieties of activities does not meet the need the students. Following up and evaluation is rarely effective to the students, lack to promote the learning about supporting system, the teachers were not taking risk the responsible regarding this work.

          1.3 The factors related to student supporting system of schools under Secondary Educational Service Area Office 41 consisted of 5 internal factors including 1) administration, 2) man, 3) money, 4) materials, and 5) management and 4 external factors including 1) politics/law, 2) economy, 3) society and culture, and 4) technology.

        2. The developed strategies student supporting system of schools under Secondary Educational Service Area Office 41 consisted of 1 vision, 4 missions, 4 goals, 4 strategic issues, 7strategies, 17 indicators and 34 measures.        

        3. The assessment of the developed strategies was found that a vision, missions, goals, strategic issues, strategies, indicators and measures had consistency, suitability, feasibility and utility at a high and the highest level.
