กลยุทธ์การพัฒนาบุคลากรด้านการวิจัยเชิงปฏิบัติการ ของโรงเรียนเทศบาล 1 กิตติขจร สังกัดเทศบาลเมืองตาก จังหวัดตาก

Abstract

บทคัดย่อ

          การวิจัยครั้งนี้มีวัตถุประสงค์ 3 ประการคือ 1) เพื่อศึกษาระดับของสภาพการจัดการพัฒนาบุคลากรด้านการวิจัยในชั้นเรียนของโรงเรียนเทศบาล 1 กิตติขจร สังกัดเทศบาลเมืองตาก จังหวัดตาก 2) เพื่อวิเคราะห์องค์ประกอบการจัดการพัฒนาบุคลากรด้านการวิจัยในชั้นเรียนของสถานศึกษา และ 3) เพื่อพัฒนาและนำเสนอกลยุทธ์การจัดการพัฒนาบุคลากรด้านการวิจัยในชั้นเรียนของสถานศึกษา ข้อมูลจากแบบสอบถาม (ที่มีความตรงและความเที่ยงสูง) พนักงานครูโรงเรียนเทศบาล 1 กิตติขจร จำนวน 61 คน ถูกนำไปวิเคราะห์ด้วยโปรแกรมชุดค่าสถิติการคำนวณด้วยคอมพิวเตอร์ สถิติที่ใช้ได้แก่ จำนวน ร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน การทดสอบค่าทีแบบ One-sample t-test ระหว่างค่าเฉลี่ยกับเกณฑ์ (ร้อยละ 80) การวิเคราะห์องค์ประกอบ โดยการหมุนแกนออโธโกนอลแบบวาริแมกซ์ สำหรับเกณฑ์ที่ใช้ในการตัดสินใจเลือกเป็นตัวแปรที่สำคัญจากน้ำหนักองค์ประกอบมาตรฐาน ตั้งแต่ 0.27 ขึ้นไปจึงจะถือได้ว่าเป็นตัวแปรที่สำคัญ และตัวแปรสำคัญเหล่านี้ถูกนำไปพัฒนาเป็นกลยุทธ์โดยผ่านกระบวนการสนทนากลุ่มจากผู้ทรงคุณวุฒิ 10 คน ผลการวิจัยพบว่า

          1. สภาพการจัดการพัฒนาบุคลากรด้านการวิจัยในชั้นเรียนของโรงเรียนเทศบาล 1 กิตติขจร สังกัดเทศบาลเมืองตาก จังหวัดตาก ในภาพรวม ของ ด้านองค์กร ด้านแรงจูงใจ ด้านความพึงพอใจต่อการปฏิบัติงาน ด้านบทบาทและภาระงาน (การวิจัย) และ ด้านทักษะการวิจัย อยู่ในระดับต่ำกว่าร้อยละ 80 อย่างมีนัยสำคัญที่ระดับ .05

          2. ผลการวิเคราะห์องค์ประกอบเพื่อสกัดตัวแปรสำคัญตามเกณฑ์ที่ใช้ในการพิจารณาสำหรับใช้ในการสร้างและพัฒนากลยุทธ์พัฒนาบุคลากรด้านการวิจัยในชั้นเรียนในสถานศึกษา พบว่า มี 25 จากทั้งหมด 81 ตัวแปร (มีค่าสัมประสิทธิ์คะแนนองค์ประกอบมาตรฐานตั้งแต่ 0.273 ถึง 0.444) ถูกนำไปใช้สร้างและพัฒนากลยุทธ์ดังกล่าว

          3. กลยุทธ์ที่ผู้วิจัยสร้างและพัฒนาขึ้นมาประกอบด้วย 9 ประเด็นยุทธศาสตร์ตามมุมมองเชิงทฤษฎีใน Balanced Scorecard และ 14 โครงการสู่การปฏิบัติที่ต้องดำเนินการตามแผนกลยุทธ์ภายใน 3 ปี

Abstract

          The purposes of this study was threefold: Firstly, to examine the level of Personnel Developmental Management with the Action Research (PDMAR) of Tessaban 1 Kittikachorn School under Tak Municipality Tak Province (T1); Secondly, to analyze the crucial components for PDMAR at the T1; and Thirdly, to develop/present the strategy for personnel development management with the classroom action research. Data from the questionnaires (high validity and high reliability coefficients) were drawn from 61 teachers in the T1 was analyzed by the computer statistical package. All statistics used in this study were applied: frequency, percentage, means, standard deviation, one-sample t-test (with 80% criteria), factor analysis with varimax orthogonal rotation. As a decision criterion for selecting crucial components, standardized factor loading 0.27 and more were used. Finally, those selected crucial components were developed as strategies of the PDMAR through 10 experts by focus group discussion. Research results were as follows:  

          1. The PDMAR at the T1, as a whole of all categories of organizations, motivation, satisfaction on practice, role and mission (action research), and research skills, were as the significant low level at .05 level.

          2. The results of factor analysis for identifying crucial variables and for building the PDMAR strategies, there were 25 from 81 variables (standardized factor coefficient at 0.273 to 0.444) applied in the strategies.

          3. Completed strategies and initiatives as developing and presenting by researcher, it consisted of 9 strategic issues within the 4 perspectives of Balanced Scorecard, and 14 initiatives (projects/activities) for supporting all strategic issues. This model was limited for practicing within 3 years of strategic plan.
