บทคัดย่อ

          วัตถุประสงค์หลักของการวิจัยนี้ เพื่อศึกษาสภาพ ปัญหา และปัจจัยที่เกี่ยวข้องกับการบริหารงานพัฒนากิจการนักเรียนนักศึกษา ในวิทยาลัยเทคนิคกลุ่มภาคเหนือตอนล่าง และเพื่อพัฒนากลยุทธ์การบริหารงานพัฒนากิจการนักเรียนนักศึกษา ในวิทยาลัยเทคนิคกลุ่มภาคเหนือตอนล่าง การวิจัยเก็บข้อมูลและวิเคราะห์ข้อมูลโดยการวิเคราะห์เอกสารที่เกี่ยวข้อง การใช้แบบสอบถาม การสัมภาษณ์ การประชุมเชิงปฏิบัติการ การสัมมนาอิงผู้เชี่ยวชาญ ผู้ให้ข้อมูลประกอบด้วย กลุ่มผู้บริหาร ครู และนักเรียนนักศึกษาที่เป็นกลุ่มตัวอย่าง รวมทั้งผู้เชี่ยวชาญที่มีความรู้และประสบการณ์การพัฒนากลยุทธ์ การวิเคราะห์ข้อมูลจากการวิเคราะห์เอกสาร การคำนวณค่าร้อยละ ค่าเฉลี่ย ค่าส่วนเบี่ยงเบนมาตรฐาน

          ผลการวิจัย พบว่า

          ในด้านสภาพการบริหารงานพัฒนากิจการนักเรียนนักศึกษา ในวิทยาลัยเทคนิคกลุ่มภาคเหนือตอนล่าง ส่วนใหญ่มีการวิเคราะห์สภาพแวดล้อมภายในและภายนอก (SWOT) เพื่อใช้ในวางแผนการบริหาร การจัดโครงสร้างการบริหารโดยยึดระเบียบว่าด้วยการบริหารสถานศึกษา พ.ศ. 2552 ด้านปัญหาการบริหารงาน พบว่า ระบบโครงสร้างการบริหารไม่สัมพันธ์เชื่อมโยงกันกับทุกหน่วยงาน ส่วนด้านปัจจัยที่เกี่ยวข้องกับการบริหารงานพบว่า ผู้บริหารมีความรู้และความสามารถในการบริหาร สถานศึกษามีงบประมาณใช้ได้อย่างเหมาะสม ลักษณะของชุมชน อาชีพของคนในชุมชน ตลอดจนระบบเทคโนโลยีสารสนเทศเอื้อต่อการพัฒนากิจการนักเรียนนักศึกษา

          กลยุทธ์การบริหารงานพัฒนากิจการนักเรียนนักศึกษา ในวิทยาลัยเทคนิคกลุ่มภาคเหนือตอนล่าง ประกอบด้วย 1 วิสัยทัศน์ 4 พันธกิจ 4 ประเด็นกลยุทธ์ 4 เป้าประสงค์ 7 กลยุทธ์ 18 ตัวชี้วัด และ 32 มาตรการ

Abstract

          The main objectives of this research were to examine the general conditions, the problems and factors affecting the administration of student affairs in the technical colleges in the lower Northern region and to develop strategies for student affairs development. Methodologies of the research employed the document analysis, questionnaire survey, the interview, workshop and including the expert connoisseurship discussion. The statistical analyses were percentage, mean, standard deviation.

          The findings of the research revealed that as for the general conditions for the administration of student affairs in the technical colleges in lower Northern region employed SWOT analysis for the administrative planning relied on Ministerial Rule B.E. 2552. As for the problems of student affairs administration it revealed that the essential problem was lack of co-ordination among administrative sections in the college. As for the factors affecting the student affairs administration were the ability of the administrators, appropriate budget, community characteristics and career including the MIS system that contributed to the administration of student affairs development. The strategic administration for student affairs development in the technical colleges in the lower Northern region consisted of 1 vision, 4 strategic issues, 4 goals, 7 strategies, 18 indicators and 32 measures.
