บทคัดย่อ

การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อพัฒนารูปแบบการบริหารจัดการเรียนรู้ในสถานศึกษาสังกัดเทศบาล ในการดำเนินการวิจัย แบ่งออกเป็น 3 ขั้นตอน ดังนี้ 1) การศึกษาสภาพและแนวทางการบริหารจัดการเรียนรู้ในสถานศึกษา สังกัดเทศบาล โดยการวิเคราะห์ สังเคราะห์เอกสาร และงานวิจัยที่เกี่ยวข้อง การศึกษาสภาพการบริหารงานจากสถานศึกษาสังกัดเทศบาล ที่มีวิธีปฏิบัติที่ดี จำนวน 3 แห่ง และการสัมภาษณ์ ผู้ทรงคุณวุฒิ จำนวน 6 คน การวิเคราะห์ข้อมูล โดยการวิเคราะห์เนื้อหา 2) การสร้างรูปแบบการบริหารจัดการเรียนรู้ในสถานศึกษา สังกัดเทศบาล โดยนำข้อมูลจากขั้นตอนที่ 1 มายกร่าง รูปแบบการบริหารจัดการเรียนรู้ในสถานศึกษา สังกัดเทศบาล และตรวจสอบความเหมาะสมของรูปแบบการบริหารจัดการเรียนรู้ในสถานศึกษา สังกัดเทศบาล ด้วยการสนทนากลุ่มผู้ทรงคุณวุฒิจำนวน 9 คน และ 3) การประเมินความเป็นไปได้ ในการนำรูปแบบการบริหารจัดการเรียนรู้ในสถานศึกษา สังกัดเทศบาล ไปใช้ โดยการสัมมนารับฝังความคิดเห็นจากนักการศึกษา สังกัดเทศบาล ผู้บริหารสถานศึกษาและครูในสถานศึกษา สังกัดเทศบาล วิเคราะห์ข้อมูลโดยการหาค่าเฉลี่ยและส่วนเบี่ยงเบนมาตรฐาน

ผลการวิจัย พบว่า รูปแบบการบริหารจัดการเรียนรู้ในสถานศึกษา สังกัดเทศบาล ที่สร้างขึ้นประกอบด้วย 3 องค์ประกอบ ได้แก่ 1) ปัจจัยนำเข้า 2) กระบวนบริหารจัดการเรียนรู้ 3) ผลผลิต โดยผู้ทรงคุณวุฒิมีความเห็นว่ารูปแบบการบริหารจัดการเรียนรู้ในสถานศึกษา สังกัดเทศบาล มีความเหมาะสมนักการศึกษา ผู้บริหารสถานศึกษา พนักงานครู มีความเห็นว่า การนำรูปแบบการบริหารจัดการเรียนรู้ในสถานศึกษา สังกัดเทศบาล ไปใช้มีความเป็นไปได้อยู่ในระดับมาก

Abstract

This research aimed to develop a model of learning management for municipal schools. Research procedure followed three stages: 1) studying state and ways of the learning management in municipal schools through the analysis and synthesis of related documents and research. Then, further exploratory studies were also made with the administration of 3 municipal schools with good practice; also, in-depth interviews for ideal type of the learning management were conducted with 6 experts. The data were analyzed through content analysis, 2) drafting the model of learning management for municipal schools, using the results of the analysis from step 1; then check the appropriateness of the model with a highly qualified group of 9 members through Focus Group Discussion, and 3) evaluating the drafted model of learning management in municipal schools for the applicability through the public hearings from stakeholders, namely, educators, directors, teachers, school administrators under the municipality. Statistics employed for data analysis were means and standard deviation.

The results of the research were as follows; the created model of learning management in municipal schools consists of three elements: 1) Input 2) learning management process
3) learning outcome. The experts have commented that the model of learning management in municipal schools was appropriate. The evaluation of the model by involved stake holders yielded the result of a high level of perceived applicability.
