สมรรถนะและแนวทางการพัฒนาผู้บริหารโรงเรียนมาตรฐานสากล

Abstract

           การวิจัยครั้งนี้มีวัตถุประสงค์ เพื่อกำหนดสมรรถนะและแนวทางการพัฒนาผู้บริหารโรงเรียนมาตรฐานสากล วิธีดำเนินการวิจัยแบ่งออกเป็น 3 ขั้นตอน ดังนี้ 1) การศึกษาสมรรถนะและแนวทางการพัฒนาผู้บริหารโรงเรียนมาตรฐานสากล โดยวิธีการสังเคราะห์เอกสารและสัมภาษณ์ผู้ทรงคุณวุฒิ ขั้นตอนที่ 2) การกำหนดสมรรถนะและแนวทางการพัฒนาผู้บริหารโรงเรียนมาตรฐานสากล โดยวิธีการสำรวจความคิดเห็นของผู้ทรงคุณวุฒิจำนวน 9 คน ขั้นตอนที่ 3) การประเมินความเป็นไปได้ในการนำสมรรถนะและแนวทางการพัฒนาผู้บริหารโรงเรียนมาตรฐานสากลไปใช้โดยวิธีการสอบถามความคิดเห็นของผู้อำนวยการสำนักงานเขตพื้นที่การศึกษาประถมศึกษาและมัธยมศึกษา

           ผลการวิจัย พบว่า สมรรถนะและแนวทางการพัฒนาผู้บริหารโรงเรียนมาตรฐานสากลประกอบด้วย
2 องค์ประกอบ ได้แก่ องค์ประกอบที่ 1 สมรรถนะของผู้บริหารโรงเรียนมาตรฐานสากล ดังนี้ 1) ด้านคุณธรรมและจริยธรรม 2) ด้านภาวะผู้นำ 3) ด้านการทำงานเป็นทีม 4) ด้านการบริหารจัดการ 5) ด้านวิสัยทัศน์ 6) ด้านการสื่อสารและเทคโนโลยีและ 7) ด้านการประกันคุณภาพการศึกษาองค์ประกอบที่ 2 แนวทางการพัฒนาสมรรถนะผู้บริหารโรงเรียนมาตรฐานสากล ดังนี้ 1) การจัดประชุมเชิงปฏิบัติการ 2) การสัมมนา 3) การเรียนรู้ด้วยตนเอง 4) การประชุมปรึกษาหารือ 5) การศึกษาดูงานนอกสถานที่ และ6) การสอนงานโดยผู้ทรงคุณวุฒิมีความเห็นว่าสมรรถนะของผู้บริหารโรงเรียนมาตรฐานสากลมีความเหมาะสมอยู่ในระดับมาก และผู้อำนวยการสำนักงานเขตพื้นที่การศึกษามัธยมศึกษา
ผู้อำนวยการสำนักงานเขตพื้นที่การศึกษาประถมศึกษามีความเห็นว่าความเป็นไปได้ในการนำสมรรถนะและแนวทางการพัฒนาผู้บริหารโรงเรียนมาตรฐานสากลไปใช้อยู่ในระดับมาก

COMPETENCIES AND WAYS OF DEVELOPMENT FOR ADMINISTRATORS IN WORLD-CLASS STANDARD SCHOOL

           The research, characterized as research and development, aimed to develop the competencies and ways of development for administrator in world-class standard school. The research procedure followed 3 steps: 1) to study the competencies and ways of development for administrator in world-class standard school through related document analysis, and interview the experts, 2) to define the competencies and ways of development for administrator in world-class standard school obtained on the data from step 1. The topic was validated through the survey from 9 experts. Validating the data through a checking appropriated between competencies and ways of development for administrator in world-class standard school, and 3) to evaluate the topic for its feasible by the directors of primary and secondary educational service area offices. The statistics analysis for data were mean and standard deviation.

           The research found that the competencies and ways of development for administrator in world-class standard school consisted of 2 components: 1) the competencies as Ethics, leadership, teamwork, management, vision, communication and technology, and quality assurance, and 2) The methods of developing the competencies as Workshop, Seminar, Self-study, Study, Consulting, Field Trip and Coaching. In validating the topic, the experts concurred in their opinions that the topic is appropriated. The competencies and ways of development for administrator in world-class standard school were evaluated by the administrators of educational service area offices, data high level of practicality.
