ก้าวสู่ประชาคมอาเซียน: การจัดการศึกษาบนบริบทแห่งความท้าทาย

การเข้าร่วมประชาคมอาเซียนของประเทศไทยในปี ค.ศ. 2015 ได้สร้างความท้าทายต่อการจัดการศึกษาของชาติหลายประการ กล่าวคือ ประการแรก จะเกิดความขัดแย้งในประเด็นเป้าหมายทางการศึกษาว่า การศึกษาควรจะเป็นไปเพื่อการพัฒนามนุษย์ที่สมบูรณ์ หรือควรเป็นไปเพื่อตอบสนองต่อตลาดแรงงาน ประการที่สอง ในด้านหลักสูตรและการสอน ยังคงปรากฏบริบทที่เป็นปัญหาหลายประการ ทั้งการจัดการเรียนการสอนภาษาอังกฤษในทุกระดับที่ยังขาดประสิทธิภาพ ด้านการจัดการเรียนการสอนวิทยาศาสตร์และเทคโนโลยี ที่ยังไม่ได้ให้ความสำคัญกับวิธีสืบสอบและกระบวนการสร้างความหมายของผู้เรียน ส่วนในด้านการพัฒนาหลักสูตรอาเซียนศึกษาก็ขาดความชัดเจนว่า รูปแบบและโครงสร้างของหลักสูตรดังกล่าวควรเป็นเช่นใด และคุณลักษณะหรือสมรรถนะของเยาวชนอาเซียนที่แท้จริงแล้วควรเป็นแบบใด นักการศึกษาและนักพัฒนาหลักสูตร จำเป็นอย่างยิ่งที่จะต้องพิจารณาบริบทต่างๆ เหล่านี้ เพื่อนำไปสู่การวางแผนการพัฒนาคุณภาพการศึกษาในอนาคต

Abstract

Towards an ASEAN community in 2015 has created challenges for the educational management of the nation in many respects. Firstly, the conflict issues about the goals of educational that it should be possible to develop a complete human being or should be in response to the labor market. Secondly, in terms of curriculum and instruction, there are many problems about the lack of performance in English teaching and learning at all levels, the lack of focus on the inquiry method and student’s meaning making process in teaching science and technology, unclearing about model and structure of ASEAN studies programs and the actually characteristic of ASEAN youth. Educators and curriculum developers necessary to consider these challenging contexts for planning to improve the quality of educational management in the future.
